General context

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

MSF OCBA acts as the hosting directorate for TEMBO to support the MSF movement.

 

Objectives of the position

TEMBO (https://tembo.msf.org) mission is to become a personal and organizational digital learning & development ecosystem used across the organization, mutualizing efforts, gaining efficiency across MSF entities, and providing a space for all MSF Staff to learn, develop themselves and share knowledge. It contains learning activities such as courses, quick videos and exercises, job-ads, learning communities, and many other professional development resources.

In January 2017, MSF Operational Centre Barcelona (OCBA) was awarded from MSF Transformational Investment Capacity (TIC) funds to provide MSF workers with personal learning and development environments. In July 2020, a second grant has received to support the Scale-Up across the MSF movement, the development of new functionalities while consolidating the Tembo Shared Services operational model.

The Tembo program aims to provide MSF field workers with a personal learning and development environment (PLDE), a learning system based on a software platform that will help MSF employees take control and manage their own learning and, therefore, their own development. Tailored to individual needs and learning competencies, this personally managed space will enable real-time access to a wide range of learning and development solutions on an important but not exclusive basis of online solutions.

Objectives

  • Overall planning of product and improvements development to build Tembo learning and development ecosystem enabling MSF employees to take control of their own learning and development;
  • Ensure business research and analysis is conducted to identify, develop and implement solutions with focus in impact, effort and sustainability;
  • Oversees the creation of structures and process to encourage innovation and disseminates the necessary knowledge to support cultural change around innovative technical projects to support the improvement and promotion of user-driven and user-centered learning;
  • Determines with the IT team the specifications, functionalities and roadmap of the prototypes, products and improvements;
  • Coordinate development plans with the IT technical team, product owner and propose product and service transition to guarantee proper handover to the teams in charge of the future administration, support and maintenance of the solution.

Position background

The position of Project Lead is hierarchically accountable to the Program Manager. It manages the coordination and delivery of Tembo DLE Team. Coordinates closely with the IT technical support and eLS services team.

 

Main responsibilites

Project management

  • Interprets overall Tembo business strategy and determines innovative development and technical solutions to support overall strategic orientations;
  • Acts as an innovation strategist and contributes to the strategic orientation of innovation management within the Tembo program;
  • Analyze all key elements of the technical projects and propose a strategy and plan its implementation (including planning of project milestones, defining timeline estimates for development tasks, and planning iterations for implementation based on priority) with the support of project managers (if identified);
  • Develops and maintains a working group/team dedicated to researching, designing and proposing innovative technical solutions/projects focused on the key principles of the TEMBO program;
  • Coordinate the implementation team that will includes external provider/s and internal technicians
  • Coordinate and collaborate with the eLearning Service teams on the transition from project development to handover and maintenance;
  • Leads and directs different cross-functional development programs and projects based on organizational and technical needs;
  • Ensures that risks associated with development and innovation projects are identified, assessed and controlled
  • Escalates issues and risks to Tembo Director if project tolerance is forecast to be exceeded;
  • Managing communication and reporting plan with stakeholders and end users;
  • Managing and tracking project budgets in line with the overall budget planning for the TEMBO program.

 

Technical management

  • Guarantees development projects documentation generation, e.g. project charter, user stories, functional specifications, technical specifications, configurations, technical architecture, etc ;
  • Continuously gathers information of expertise on usage, configuration and best practices related to the software, as well as monitor upgrades and improvements that could be beneficial to TEMBO’s overall vision;
  • Evaluate the potential impact of this change of system on the current maintenance and administration model.
  • Propose quality and acceptance criteria for development and innovation projects;
  • Oversees a technical team including product owner, e-learning specialists;
  • Coordinates the validation and agreement of project deliverables with project managers and stakeholders taking into consideration the technical constraints and challenges
  • Manage technical documentation with provider/s;
  • Manages the necessary training plans and knowledge dissemination to stakeholders, users, and departments as needed.

Selection criteria

Education and experience

  • Bachelor’s degree in industrial design, engineering, human resources or related field;
  • Solid project management experience IT HR and or Learning systems implementation projects (experience with Moodle/Totara an asset);
  • Experience in software development ;
  • Experience in providing technical support for a diverse, non-technical, geographically dispersed user community;
  • English required; French, Spanish or Arabic desirable;
  • Experience working with Learning Management Systems (Moodle/Totara) and O365;
  • Methodologies: PRINCE2, SCRUM, Agile ;
  • Experience with project management tools: MS Project, Asana, Trello, etc;
  • Transversal project management involving multiple stakeholders;
  • Expertise in the humanitarian work, field and/or HQ experience with MSF is an advantage.

Conditions

  • Position based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Buenos Aires, Amman, Dakar or Nairobi);
  • Full time job ;
  • Duration: Until December 2023 subject to extension;
  • Annual gross salary: HQ-5 (divided into twelve monthly payments) + Secondary Benefits based on the MSF-OCBA Reward Policy;
  • Starting date: Immediately.
