Médecins Sans Frontières – OCBA (Operational Centre Barcelona – Athens) is looking for a;

 

HEAD of NAIROBI OPERATIONAL SUPPORT HUB

 

GENERAL CONTEXT and BACKGROUND

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

 

The MSF movement is built around five operational directorates supported by MSF’s 24 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; The field operations are guided and supported by the OCBA Network, consciously evolving towards a network configuration with a growing number of MSF partners and better split among important regional humanitarian hubs. Today the Operational Centre Barcelona Athens (OCBA) has 5 Operational cells (2 in Barcelona, 1 in Nairobi, 1 in Dakar and 1 in Amman) and an Emergency Unit and other departments supporting operations based in Barcelona.

 

OCBA constellation network favours the decentralization of both line management and support in regional units that:

 

  • Develop and maintain a management structure and support environment that are attuned to environments where operations are implemented
  • Capacitate operations to function in contexts of humanitarian demand in order to improve the interpretation and forecast of humanitarian needs and in designing and delivering humanitarian action
  • Increase reactivity to respond to needs given a specific agile and effective decision-making process
  • Improve the capacity to decide, act, support and follow-up operations when necessary
  • Enable increased operational output in the mid-term: more operations (boosted capacity) for more survivors of crisis and more relevant health options for our patients
  • Deliver higher quality and relevant operations fed by diverse thinking and meaningful partnerships and strengthen our collaboration with other medical, civil society and humanitarian actors
  • Improve our capacity to advocate for positive changes for the populations we assist
  • Enhance dialogue with key stakeholders to improve access and security
  • Allow the organization to evolve in scope and quantity of programs

 

The Nairobi Operational Support Hub

 

Recognizing MSF’s significant interest and operational investments in Eastern Africa, and keen to concretely move forward with decentralizing elements of operational support in key locations closer to field teams, OCBA set up the Nairobi Unit in 2012. The Unit focused on operational support to OCBA missions in the region, with the development and management of key support departments and activities.

 

 

In 2016, the Nairobi Unit transitioned into the Nairobi Branch Office – a move that was supported by the East African Association (EAA) and endorsed by the MSF movement in the 2017 IGA. This formalized the shift from an OCBA-centered operational support role to a broader role of support to all sections on dossiers such as recruitment, communications, networking and representation.

The endorsement of the MSF Eastern Africa Section (EAS) in the IGA of 2020 is a natural continuation of the EAA’s drive to strengthen its contributions to the movement and OCBA’s consistent efforts to bring operational support and institutional centers closer to the reality of the field, to field teams and populations we wish to engage with.

 

With the NBO transitioning into the executive of the EAS, OCBA’s operational support hub in Nairobi will be hosted by the EAS while the general management and strategy will continue to be assumed by OCBA.  Currently OCBA has a total of 22 FTEs based in Nairobi – 10 as part of cell 5 and 12 others belonging to different departments/teams/units in Barcelona.

 

The primary objective of the OCBA Nairobi operational support hub is to support MSF’s field operations through:

 

  • Managing the OCBA regional operational portfolio by a decentralized cell.  Enhancing dialogue with key regional stakeholders in order to improve operations (access, security, etc…)
  • Support advocacy and lobby towards key humanitarian players to improve general assistance to population in the region.
  • Developing support capacities in proximity to operations and stakeholders that we can learn from and therefore more adapted advice, policy making, etc.
  • Promoting the improvement of the quality of humanitarian interventions support through link with innovative initiatives in the region
  • Contributing to building up a shared MSF Regional med/ops support network benefiting to all MSF operations in the region
  • Promoting dialogue and mutual learning with humanitarian, political and technical actors in East Africa through the organization of conferences, workshops and roundtables.

 

Position in the organisation

The Head of the Nairobi Operational Support Hub (HNOSH) works under the umbrella and management of the General Direction Office and reports to the OCBA deputy general director. He/she strategizes, partners and coordinates strongly with the Operations Cell Manager based in Nairobi.  He/she maintains co-creation & mutual accountability with operations and medical department as well as other key support departments and strategizes, partners and coordinates with the General Director of the Eastern Africa (EA) Section.  He/She links with other sections to discuss opportunities and lobby and advocate for the mutualisation of capacities and the creation of synergies in the support of operations.

 

 

MAIN OBJECTIVES OF THE POSITION  

 

The HNOSH leads the hub in pursuing to improve operations through:

 

  • Enhancing relevance and added value of the support to operations by ensuring the team absorbs what the region has to offer in terms of know-how, technical innovation and resources, therefore   providing differential, adapted backing to the operations in the region and ideally worldwide.
  • Cultivating synergies between the operations and the supports developed
  • Encouraging a multidisciplinary/transversal approach in its thinking and development
  • Developing alliances with key stakeholders in the region.
  • Promoting and seeking mutualisation and synergies with other MSFs
  • Creating a strategic partnership with the EAS

 

 

He/she leads the OCBA Nairobi Unit team in the implementation of long term vision, strategies and policies that maximize its contribution to OCBA and its operations as well as to the wider movement and will actively identify and promote opportunities for intersectional collaboration.

 

The HNOSH is a member of the OCBA General Direction team and as such contributes to strategic discussions regarding OCBA’s institutional interests and challenges.

 

He/she will ensure coordination and proper functioning of all positions within the unit structure in carrying out the activities necessary to achieve the goals of MSF OCBA for the HNOSH and this in close communication with supervisors of the positions.

 

The HNOSH will ensures a conducive work environment in collaboration with the EA Section which is the hosting entity for the Nairobi Unit.

 

He/She ensures institutional representation and coordination of OCBA in Kenya vis-a-vis the MSF movement (excluding operations unless specifically called for) – this includes representation in the HCA intersectional board and the EA Section advisory committee.

 

The HNOSH is the legal representation of OCBA in Kenya and ensures that OCBA adheres to all Kenyan national laws governing NGOs and employers.

 

 

SELECTION CRITERIA

 

Essential

  • Significant experience in the humanitarian field of work (with MSF is an asset)
  • Extensive management experience at a strategic level (minimum 3 years)
  • Solid understanding of the politics, social determinants and humanitarian challenges in

the East African region

  • Solid understanding and experience with existing networks from the region such as civil society

organisations,  movements, academics as well as political entities and networks

  • Fluency in written and spoken English and one of the languages spoken in the East Africa Region (Swahili, Arabic, Somali,..)
  • Basic computer knowledge and skills: word, excel.

CONDITIONS

  • Position based in Nairobi
  • Half time FTE/position. This will be reviewed within one year.
  • Annual gross salary:  KES 6,217,417
  • Secondary benefits based on MSF EAS Reward Policy.
  • Starting date: February 2021
