Duties and responsibilities:

The Chief of Security is a strategic leadership position overseeing a team of OAS staff, consultants and/or contractors responsible for protecting the people and the properties of the General Secretariat. The position is located in the Department of General Services reporting directly to the Chief of Facilities Management Services.

– Leads a team of GS/OAS workforce and/or contractors to ensure proper availability, capability and capacity to lead the Security Program in a safe, effective and efficient manner.

– Responsible for defining, implementing and maintaining the Security Strategy for the Organization of American States Headquarters in close communication with the Chief of Facilities Management and with the Director of General Services (DGS). Works closely with Secretaries and Directors, audit and legal counsel to understand security requirements and to insert them into current security program.

– Administers and oversees the control of access to buildings, surveillance systems, alarm systems, evacuation plans, and fire drills for all building perimeters.

– Ensures that all security systems are properly inspected and maintained.

– Conducts periodic fire and disaster drills to ensure that all staff are familiar with evacuation procedures. Develops and implements security policies, standards, and guidelines related to Headquarters security. Provides direction on all security matters, as well as guidance and advice to GS/OAS offices in the field on management of security matters and resolution of complex security issues. Plans, develops, administers, and monitors security programs designed to ensure physical security and safety of staff, as well as records, offices, grounds, property and contents of GS/OAS owned and leased buildings. Advises staff members on official mission and travel status, and the Election Observer teams. on safety and security issues, and coordinates security for senior level staff on travel status when required.

– Develops, implements, and manages the overall enterprise process for security strategy and associated architectural and engineering safety standards. Analyzes and determines the safety requirements of the GS/OAS and advises the Director of the Office of General Services and the Secretary for Administration and Finance. Undertakes security assessment and compliance studies to ensure that crisis management mechanisms and equipment are sound and functioning, especially as it relates to renovating and updating the GS/OAS buildings. Researches and makes recommendations for enhancing security technology procedures in reconstructed, new and/or existing GS/OAS space such as Closed-Circuit Television systems (CCTV), automated access control, radio frequency channels, and asset protection devices. Develops and implements standard operating procedures for new security technology. Assures the efficient functioning of all electronic and electro-mechanical intrusion detection devices and (CCTV) systems by routinely inspecting, testing, and evaluating their effectiveness, taking remedial action and recommending improvements or changes.

-Oversees the continuous monitoring and protection of facilities, personnel, and security information systems. Evaluates suspected security breaches and recommends corrective actions. Directs activities of the security staff involved in monitoring access to and patrolling of the premises. Plans, coordinates and manages the day-to-day activities of the contracted guard force if order to provide inclusive security protection services at all GS/OAS premises. Manages the program for monitoring entry of members of delegations, staff and visitors to all GS/OAS buildings. Oversees the monitoring of deliveries to the GS/OAS buildings, including mail, couriers’ firms, and official envelopes and packages. Screens personnel and recommends the selection of prospective security guard officer candidates, as well as special training to update and improve officer’s skills. Develops, implements and presents security training to all security staff, including contractors. Manages and monitors projects carried out by contract staff. Develops, reviews and maintains manuals and guides such as the Security Operations Procedures, the “Security Intranet” information; directives such as the Fire Safety/Evacuations brochure, Security Services Contract Performance Checklist, Security Guidelines for travelers. Drafts memoranda, circulars, notices and security reports for consideration of the Division Chief/or Director.

-Defines and implement is an ongoing GS/OAS Risk Assessment program, which will define, identify, and classify critical assets, assess threats anal vulnerabilities regarding those assets, and implement safeguard recommendations.

Qualifications:

Education & Experience :

Essential: First University Degree (Bachelor’s) in Law Enforcement, Public Administration, Social Sciences, Liberal Arts or related fields and 7 years of relevant experience in similar positions at national and/or international level OR Advanced University Degree (Master’s) in one of the fields listed above and 4 years of relevant experience in the field of security, police, or military service with involving the development and implementation of conceptual security principles and techniques OR Doctorate and 1 year of relevant experience.

Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work. Military or police training, or degree in security management, including modern security technologies such as radio frequency systems. Experience with diplomatic security services, international organizations and/or with the US Department of State. Experience and training in investigations of criminal and deviant behavior, ethical problems and employee conduct and some experience in managing staff. Demonstrated knowledge and understanding of worldwide implications of demonstrations against international organizations.

Languages:

Essential – Proficient in at least two of the official languages of the OAS (read, write and communicate). Language proficiency examination will be required.
