Cadre organisationnel

The temporary vacancy is in the Global Economic Monitoring Branch (GEMB) of the Economic Analysis and Policy Division (EAPD), United Nations Department of Economic and Social Affairs. The Division is mandated to provide research and policy analysis on global macroeconomic trends and prospects, frontier issues, emerging issues, and issues associated with countries in special situations, in the broad context of the implementation of the 2030 Agenda for Sustainable Development. GEMB monitors and analyses global economic trends and prospects and their implications for the implementation of the 2030 Agenda, using its World Economic Forecasting Model to produce globally consistent economic forecasts for a large number of developed, emerging and developing economies and leads the production and dissemination of the World Economic Situation and Prospects (WESP) on the state of the global economy. The Branch also provides policy advice and capacity development support to developing countries on macroeconomic modelling and policy options, emphasizing the need for stronger linkages between short-term macroeconomic and long-term development policies.
The Adviser will be member of DESA’s IRA Network. The services of the IRA need to comply with intergovernmental guidance on the use of the Regular Programme on Technical Cooperation (RPTC), when appropriate, and with strategies and guidance concerning capacity development activities endorsed by the Department of Economic and Social Affairs and supported by the Capacity Development Programme Management Office (CDPMO).
The services of the IRA aim to ensure the provision of high-level technical expertise, the transfer of knowledge from global entities to Governments on policy-related issues and development strategies and the formulation, assessment or evaluation of projects and programmes.

Responsabilités

The incumbent will carry out the following tasks: • Provide technical expertise and policy advice (remotely and through short-term field missions) to Governments, United Nations Country Teams and other relevant stakeholders, in developing countries, particularly LDCs and SIDS, upon request from the Government or the United Nations Resident Coordinator Office in the context of the United Nations Common Country Analysis (CCA) and the United Nations Sustainable Development Cooperation Framework (UNSDCF) on aspects related to the analysis of transboundary economic risks, economic transformation, debt management and fiscal issues • Monitor, study and analyze the trends and best practices related to these issues and contributes to the preparation of policy advisory notes to inform governments and UNRCO/UNCT that could feed into the work of the CCA • Leverage DESA’s analytical tools and products – including the economic forecasting and policy messages of the World Economic Situation Prospects (WESP) and the World Social Report (WSR), policy analyses, and policy briefs on the socio-economic impacts of COVID-19 – to strengthen macroeconomic analyses relevant for CCAs and support the UNRC/UNCT to effectively use and translate global and regional economic outlooks and risks to develop country specific policy guidance • Liaise and partner with the UN Regional Commissions (RECs) to expand DESA analytical and policy support to national partners and UNCTs in the context of the CCA/CF, building on the complementarities between DESA and RECs. • Contributes to the design/redesign of national macroeconomic policies and strategies and debt management upon requests primarily from LDCs and SIDS for the achievement of the SDGs. • Provide leadership in the design of capacity development programmes, projects and activities at national, regional and global levels and contribute to implementation, monitoring and evaluation as well as reporting on these initiatives. • Make substantive contributions to global/ regional/sub-regional/national workshops, seminars, other training events, including proposals concerning agenda topics, possible participants, preparation of documents and presentations, etc. • Contribute to the Department’s resource mobilization strategies, notably as far as extrabudgetary funding is concerned; • Assume other tasks in his / her area of expertise and in line with capacity development guidance as requested by the supervisor. • Develop and update training materials for the areas covered in capacity development activities for the use by different stakeholders; • Establish and nurture close relationships with various stakeholders in view of creating partnerships and an active network on macroeconomic analysis and policy support.
Work implies frequent interaction with the following: senior officers and technical staff in UNRCOs, UNCTs, RECs as well as representatives and officials in national governments, international organizations, consultants.
Expected outputs: * Written outputs (mission reports, policy papers, technical notes etc.) of sound and innovative advice to Governments and other relevant stakeholders in developing countries, particularly LDCs and SIDS. * The advice provided will cover a wide range of issues, including developing strategies for issues on a long-term and large-scale basis in the best interest of clients and /or, as appropriate of the organization. * Other expected outputs include, as appropriate, papers, analytical reports, toolkits, guidance notes, project proposals, and, upon request, substantive sections of reports and studies, publications, etc.

In particular DESA is looking for a candidate with a) strong familiarity and in-depth understanding of global macroeconomic outlook, trends and risks in the areas of trade, capital, debt and investment flows and their impacts on growth and employment in the low and middle income countries; b) working level understanding of macro-econometric models to analyze, explain and discuss growth forecast scenarios with stakeholders, including with UN country economists, to inform policy analyses at the country level; c) experience with providing macroeconomic policy advice to relevant national authorities, including the Ministries of Finance, central banks, Ministries of Planning and other stakeholders; d) ability to identify macroeconomic risks and their sustainable development impacts in general equilibrium frameworks; e) excellent analytical, writing and communication skills for producing succinct policy notes and briefs to support and complement macroeconomic analyses conducted by the UN country teams.

Formation

An advanced university degree (Master’s or Doctorate degree, or equivalent) in economics, finance, international development or related fields is required.

Expérience professionnelle

A minimum of ten years of progressively responsible experience in economic research and analysis, in particular in the area of trade, capital, debt and investment flows and their impact on growth and employment, policy formulation, application of economic principles in development programmes or related area.
At least 5 years of the professional experience should be related to policy advisory work in developing countries, preferably in LDCs and SIDS. Proven experience in project design and implementation as well as with the application of economic, social and/or environmental impact assessments required.

Connaissances linguistiques

Excellent knowledge of English (oral and written) and fluency in another UN language is required. Knowledge of a third UN language is an advantage.

This Job Opening refers to a specialised interregional adviser position. The initial appointment is for six months with possibility of extension. Renewal of appointment is subject to the continued need for the technical specialty depending on updates to DESA’s priorities in the area of capacity development, and availability of funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
