Background:

SoCha is currently putting together a proposal for the Center for Democracy, Human Rights, and Governance (DRG) Learning, Evaluation, and Research (LER) III activity. The purpose of this solicitation is to acquire services to advance learning, evaluation, and research within the DRG sector and provide critical data on the impact of USAID’s DRG Activities in the field.

To support the work of the project, SoCha seeks an experienced Director of Research.

Scope of Work:

The Director of Research (DoR) serves as the Contractor’s designated person for oversight of the technical aspects of evaluation, research, and learning tasks undertaken as a part of the Contract and related coordination and communications with the USAID COR and/or tasking managers. The DoR is responsible for:

  • Ensuring the high quality and rigor of research, evaluation, and learning, including but not limited to technical aspects of recruitment, study designs, instruments, data collection, data security and privacy, data analysis, writing, and dissemination.
  • Ensuring that activities implemented under the Task Order are managed and implemented in accordance with USAID regulations, policies and procedures related to data, research, and evaluation, and the specifications determined in the SOW.

Minimum Qualifications and Experience:

  • Advanced degree in International development, Statistics, Public Policy Research or similar field.
  • Excellent English oral and written communication skills
  • The ability to translate highly technical research for a practitioner audience.
  • Excellent experience using both qualitative and quantitative research methods.
  • Demonstrated DRG research, learning, and evaluation experience, including extensive experience with both impact and performance evaluations, including for USAID.
  • Demonstrated ability to establish and sustain interpersonal and professional relationships with both the research community and the practitioner community and serve as a bridge between them.
