About Market Development Facility (MDF)

MDF is an Australian Government funded multi-country initiative which promotes sustainable economic development, through higher incomes for women and men, in our partner countries. We connect individuals, businesses, governments and NGOs with each other, and with markets at home and abroad. This enhances investment and coordination and allows partnerships to flourish, strengthening inclusive economic growth. MDF is funded by the Australian Department of Foreign Affairs (DFAT). It is implemented by Palladium in partnership with Swisscontact. 

In Fiji, MDF focuses on developing a growing, diversified and inclusive tourism industry, while also improving the
competitiveness of Fiji’s high value agriculture and urban industries. 

Due to growth in our Fiji program, MDF is seeking a highly motivated leader with extensive experience in the Pacific and a deep understanding of private sector development and market systems.  

 

About the Role

Reporting to the Country Director, the Senior Adviser will be responsible for providing technical advice to the Fiji team and support overall management of the program’s in-country presence.  They will be an integral part of the MDF Fiji management team, helping develop the right organisational culture and development ethos.

The position will play a pivotal role in building the capacity of the country team in to deliver against MDF’s core objectives. Under the leadership of the Country Director (CD) and the Quality and Inclusion Director, the Senior Adviser will be responsible for helping build a portfolio of investments and partnerships that align with the program’s objectives. They will also be involved in communications and maintaining relations with program stakeholders. 


Responsibilities 

Under the guidance of the Country Director:

▪ Supporting the Fiji country and regional team to identify, design, negotiate and implement a portfolio of investments, partnerships and activities.
▪ Support the Fiji country team to undertake required analysis (e.g. country economic conditions, industry mapping, regulatory frameworks, feasibility studies etc.)
▪ Provide advice on the design of intervention agreements, including advice on agreement structures, deliverables and timings.
▪ Integrating inclusion policies into the country portfolio (ethnicity, religion, region, gender, disability), and other relevant development challenges (e.g., resilience to climate change, nutrition).
▪ Support the development of program strategy and reporting documents.
▪ Support the Country Director to foster a culture of learning and inquiry through informal and formal mentoring of technical staff
▪ Serve as a representative of the Market Development Facility in country and, as directed by the CLT, maintain relations with the DFAT Post and relevant partners and programs.
▪ Support the Fiji Country Team to design strategies and events to influence economic actors and stimulate
systemic change. 

 

Requirements

The ideal candidate will have a strong understanding of Market Systems Development (MSD), private sector
development or other relevant discipline. They will have excellent communication and persuasive negotiation skills.
Extensive knowledge of the Pacific private sector landscape is essential. Knowledge of monitoring and results measurement and application of cross-cutting themes is highly desirable.

desire to make a difference.
