The incumbent reports directly to the Deputy Regional Director (Technical Team Leader), with whom s/he consults on complex technical issues. S/he will work on aviation safety and related implementation matters, including technical assistance, concerning the European and North Atlantic Regions. Specific direction and supervision is ensured by the Technical Team Leader. The approach in his/her work is normally developed jointly between the incumbent, the other experts in the Team, and the supervisor.

Responsibilities

Function 1 (incl. Expected results)

Cooperates closely as a team member of the Regional Office for all aviation safety related matters, in order to promote the implementation of ICAO SARPs, the ICAO Global Aviation Safety Plan (GASP) and the Regional Plans, in accordance with established plans and policies, achieving results such as:

• Provide support to the European Aviation System Planning Group (EASPG) and the North Atlantic Systems Planning Group (NAT SPG) and feedback on States’ implementation of ICAO safety related provisions.
• Conduct State-specific gap analysis in line with the GASP, regional safety targets to assist, as required, States in the establishment and management of robust and sustainable safety oversight.
• Analyze and assess States’ Universal Safety Oversight Audit Programme (USOAP) results with emphasis on issues raised by the Monitoring and Assistance Review Board (MARB), RASG/PIRG, international and regional organizations, and other appropriate stakeholders and propose technical advice and recommend solutions on such issues.

Function 2 (incl. Expected results)

Serves as a focal point in the Regional Office regarding safety matters requiring response, achieving results such as:

• Effective liaison and coordination with ANB, other Regional Offices, relevant international and regional organizations, as mandated, on safety related matters with a specific focus on issues related to air operator certification and surveillance.
• Validated assessments of States’ needs for the effective implementation of ICAO safety related provisions.
• Support to, and implementation monitoring of relevant ICAO implementation support projects and training development that aim to improve States’ effective implementation of safety related ICAO provisions.
• Effective implementation support is delivered to States concerned, as required, in coordination with ANB, TCB, EASPG, international and regional organizations, States and other donors, aligned with Regional and Global Plans and Strategies.

Function 3 (incl. Expected results)

Supports activities related to the Universal Safety Oversight Audit Programme (USOAP), achieving results such as:

• Perform safety data collection and validation activities and exchanges of information with appropriate counterparts (via the USOAP CMA online framework).
• Review updates on the progress submitted by States on the level of implementation of the eight critical elements of a safety oversight system, including the assessment of corrective action plans (CAPs) submitted by States and the monitoring of the progress made by States in resolving their safety related deficiencies.
• Coordinate with State National Continuous Monitoring Coordinators (NCMC), appropriate staff from ANB and the Regional Office on USOAP/CMA related matters in the field of safety.
• Assist in the maintenance and coordination of the USOAP CMA online framework with the States’ National Continuous Monitoring Coordinators (NCMC) and Section appointed ANB contact person.
• Support to the USOAP CMA activities, either as a team leader or member, if/when required.
• Assist Deputy Regional Director in planning and updating of the Regional Office annual USOAP CMA plan.

Function 4 (incl. Expected results)

Keeps abreast of developments, including relevant activities of States, international and regional organizations, achieving results such as:

• Harmonization of regulatory frameworks of various bodies/authorities with a view to achieve the highest possible level of standardization in the implementation of the ICAO SARPs.
• Organize, conduct and/or participate in seminars, workshops, meetings and training to assist States to rectify safety deficiencies and enhance safety oversight systems.
• Act as Secretary to meetings in fields of assigned responsibility and assist, as required, at other meetings.

Function 5 (incl. Expected results)

Provides support, as part of the technical team of EUR/NAT, to the Regional Director and the Deputy Regional Director (Technical Team Leader), on crisis response activities, achieving results such as:

• Collect regional information concerning potential threats to the safety, security and continuity of international civil aviation.
• Provide support to the Regional Director and the Deputy Regional Director regarding the crisis response activities.
• Provide support to the Regional Director and the Deputy Regional Director regarding coordination within the Secretariat (Regional Offices, Bureaus in HQ), UN System, international organizations, other safety partner organizations, and States for the development of immediate plans of action in order to assist States in need for crisis response.
• Develop efficient strategies and plans for transitioning short term responses to longer term projects, as appropriate, using available resources from the UN System (e.g. Office for the Coordination of Humanitarian Affairs (OCHA), TCB, Regional Offices, and/or donor States.
• Support the Regional Director and the Deputy Regional Director regarding the United Nations Country Team responsibilities related to emergencies/crises.
• Provide support in the development and maintenance of the Regional Office Business Continuity Plan.

Function 6 (incl. Expected results)

Provides feedback, as part of the technical team of EUR/NAT, on States’ challenges and priorities with respect to the global safety work programme including the development of SARPs, achieving results such as:

• Collect regional information concerning issues and challenges faced by States and others in the implementation of International Standards and Policies.
• Monitor and encourage State responses to ICAO State letters related to Safety matters.
• Provide advice to States on proposed amendments to SARPs during the consultation phase with States.
• Support the Regional Director and the Deputy Regional Director, through the regional mechanisms (PIRGs and RASG), in providing advice to ANB on the regional priority, and impact assessment of SARPs in development, including information pertinent to advising the ANC on regional and national issues that should be considered regarding the implementation of proposed SARPs.

Function 7 (incl. Expected results)

Performs other related duties as assigned.

Education

A first level university degree in aviation, or in a related field, is required.
A technical qualification in aviation such as an Airline Transport Pilot License (ATPL), or Airframe and Power Plant Technician Certification may be accepted in lieu of the first-level university degree.
Advanced university degree (Master’s degree in a related field or equivalent).
Successful completion of ICAO USOAP CMA and ICAO Safety Management computer-based training.

Job – Specific Qualification

• A pilot license or an AME license, is desirable.

• Certification as a USOAP auditor, is desirable.

• Certification as an ISO auditor, is desirable.

• Successful completion of SSP and SMS Training Course, is desirable.

Work Experience

• Considerable experience (10 years or more) reaching managerial level related to flight safety oversight, including certification of air operators (technical evaluations for the issuance of the Air Operator Certificate) and safety oversight audits or assessments of domestic or international operations, preferably with a State civil aviation authority or a Regional Safety Oversight Organization (RSOO), is required.

• Sound experience in one or more of the following fields: international aircraft operations, aircraft airworthiness, is required.

• Experience in participating in international civil aviation meetings, is required.

• Hands-on experience with personal computers and contemporary software, including project management skills, is required.

• Experience working within a large aviation-related international organization, is desirable.

• Experience in conducting safety related training courses, seminars, workshops, etc., is desirable.

• Experience in the implementation of quality management systems and/or safety management systems, is desirable.

Languages :  Fluent reading, writing and speaking abilities in English.
