The Education, Human Capital and Employment Division (AHHD.1) in the Human Capital, Youth and Skills Development Department (AHHD) at the African Development Bank (AfDB) requires the services of a consulting firm to conduct a feasibility study on Assessing the Skills Gaps in Science, Technology, Engineering and Mathematics + Innovation (STEM + I) in DRC, Ghana and Nigeria. The Study seeks to facilitate the inventory, assessment and evaluation that would enable the creation of innovation and technology hubs aimed at triggering a wave of well-trained women and youth in modern technology, enabling them to contribute to the transformation of the economy. The study seeks to assess the skills gaps in STEM + I and TVET in these countries with focus on the following areas for the skills development: Ghana – Digital STEM Skills and Higher Education Digital Infrastructure; DRC – focus on identifying skills gap in Agriculture – Agricultural value chains – mainly skills in inputs production, crop and animal production (smart agriculture); processing of agricultural products and the distribution and commercialization of agricultural products (including eCommerce and logistics in agricultural value chains) and Nigeria: Skills Development for Employability and Higher Education Infrastructure.

SPECIFIC OBJECTIVES

More specifically, the Study will conduct the following assessments:

  1. Identify strategies for improving the employability of STEM + I and TVET education graduates
  2. Conduct a general assessment of the status of TVET in the target Member States.
  3. Identify the digital competence of the instructors / lecturers and the capacity of the institutions that manage TVET/Higher Education programmes,
  4. Identify challenges in the deployment of digitalization, technology and Innovation in the study of STEM + I programmes in TVET and HE and make recommendations to mitigate these challenges.
  5. Discuss barriers to the development and implementation of innovative practices in STEM and TVET
  6. Recommend strategies to ensure greater deployment, improved Instructor / lecturer quality and alignment with international standards.
  7. Evaluate the implementation of STEM + I and TVET Programs in terms of costs: (i) Cost of training staff and ensuring everyone is trained and certified on the latest standards, (ii) Cost of improving STEM and TVET programmes in educational and training institutions.
  8. Identify the existing gaps in terms of advanced technical and vocational skills training in the target Countries. This will be undertaken in the following manner: (i) list the available advanced vocational and technical skills training; and (ii) identify the most needed advanced vocational and technical skills training courses / programmes that would support the socio-economic development pillars of the country, with a focus on the digitalization of STEM + I in HE and TVET to enhance education (teaching and learning) and skills training for employability of young men and women in Ghana, skills in agriculture transformation (DRC) and skills development for Employability and Higher Education Infrastructure in Nigeria.
  9. Recommend key elements to take into consideration in developing STEM and TVET programmes that will improve the efficiency and productivity of the national workforce in the specific sectors of focus – see paragraph above. For Ghana, the key elements to take into consideration in digitalizing STEM +I education in HE and TVET.
  10. Identify bankable Project ideas to fill the gaps in the various country sector focus areas and prepare one-pager project briefs.
  11. The estimated duration of the services is three months and expected to commence in June 2023.
  12. The African Development Bank, through the Education, Human Capital and Employment Division (AHHD.1) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
