Core Functions / Responsibilities:

  1. Provide overall management and oversight of all RSC, movement operations and migration health activities and personnel working in Guatemala, ensuring that hiring, training, technical guidance, workflows, and performance management activities are implemented in an efficient and effective manner with the goal of continually improving the quality and impact of USRAP and other resettlement and movement operations activities in Guatemala.
  2. Supervise the Movement Operations Manager (Guatemala) and Senior Project Coordinator or Project Coordinator (Guatemala), and Senior Migration Health Physician (Guatemala) as they manage the daily activities. Collaborate with relevant RSC and resettlement counterparts in Guatemala City, Guatemala, Washington, DC and Geneva on issues while being aware of relevant program rules, guidelines, and Standard Operating Procedures. Review procedures and streamline or clarify them as necessary.
  3. In coordination with the Project Manager RSC LA, Head of Operations, Latin America & the Caribbean, and Chief Migration Health Officer (with regional functions), liaise with IOM Country Office and external partners in Guatemala, including US agencies, US Embassy management, the US Embassy Consular Affairs Division, the United Nations High Commissioner for Refugees (UNHCR), and relevant NGOs, contractors and other governments to ensure the success of USRAP and other activities in Guatemala.
  4. In coordination with the Project Manager RSC LA, Head of Operations, Latin America & the Caribbean, and Chief Migration Health Officer, liaise with IOM Country Office to coordinate USRAP planning execution, such as recruitment strategies, and office space set up, as necessary. Regularly share project updates with the IOM Guatemala Chief of Mission and Head of Programs, ensuring relevant global communication is conveyed to the Country Office and creating space for dialogue and collaboration. Communicate all project actions that will have impact on the Country Office to the Country Office in a clear, consistent, and timely manner.
  5. Coordinate with the Country Office Resources Management Unit (RMU) and other relevant Units on all administrative matters related to the RSC, movement operations, and migration health teams, including recruitment, onboarding, purchase requests, and staff travel. Ensure communication with the RMU is streamlined, clear, consistent, and timely, and that operational issues impacting the RMU are communicated and addressed in a timely manner.
  6. Coordinate closely with other relevant Units and individuals in IOM on such activities as recruitment, onboarding, training, and performance management, including the USRAP IOM Washington office, RMU Cluster, and others as advised.
  7. Provide overall coordination of pre-departure activities with the IOM Migration Health Division (MHD), RSC LA, government partner agencies, and resettlement countries’ diplomatic missions. Provide innovative solutions to issues that impact the timely and organized departure of individuals from Guatemala on the USRAP and other relevant resettlement programs, ensuring those solutions are well-coordinated internally with regional management.
  8. Represent IOM at meetings, workshops, and conferences, including with high-level US and UN officials. Prepare reports, briefings, background information, narratives, and statistical reporting for a wide range of audiences across IOM and other partners. Keep management well-informed on the dialogues occurring at meetings, workshops, and conferences.
  9. In coordination with the Head of Operations, Latin America & the Caribbean, manage refugee resettlement processing and departures to the US, Canada, Australia, Europe, and any other countries of resettlement. In this context, provide overall guidance on airport services for arriving and departing individuals; the use of ground transportation, case processing and circuit rides, transit centers, third-party facilities, exit permit processes, and interpretation services; the completion of bookings by Movements staff members, the secure storage of documentation and data; and liaison with airlines.
  10. In coordination with the Project Manager RSC LA, communicate regularly about the activities of RSC staff members in Guatemala, including conveying targets and achievements, information on Guatemala policies and information and clarification on high-level issues.
  11. In coordination with the Chief Migration Health Officer (with Regional Functions – HAP) and the Senior Migration Health Physician (Guatemala), ensure the migration health team in Guatemala receives the necessary technical and USRAP-related trainings for adherence to the technical instructions and standard operating procedures. Coordinate with mission RMU and other units to support the migration health team with the needed local agreements with vendors, tools and supplies to conduct migration health activities. Ensure compliance activities related to project monitoring and evaluation, training, youth services, project reporting, project support, and protection are being carried out efficiently and effectively and that the team is regularly reporting on the work being accomplished, obstacles encountered, and planned pathways for overcoming identified obstacles.
  12. Provide overall supervision of at-risk and sensitive cases in accordance with IOM’s policies, procedure,s and guidance in the Movement Management Manual (MMM), including assistance for unaccompanied refugee minors (URMs). Ensure the Country Office is adequately training staff members on working with at-risk and sensitive cases and is mainstreaming Prevention of Sexual Exploitation and Abuse (PSEA) through awareness and training sessions for staff and service providers.
  13. Maintain and monitor confidentiality of all USRAP matters to ensure programme integrity by following the USRAP standards of conduct and IOM data protection rules. Take necessary measures to prevent and mitigate fraud in RSC and resettlement activities in Guatemala.
  14. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Science, International Relations, Regional Studies, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • A minimum of eight years (or ten years of experience for candidates with a 1st level degree) of field and regional management experience in USRAP projects in at least two different regions;
  • Service within the USRAP at two levels below this position (for instance, experience serving as a Project Officer and Sr. Project Officer in relation to an application for the position of Deputy Project Manager), is a distinct advantage;
  • Experience in project cycle management with particular emphasis on the USRAP is an advantage;
  • Demonstrated record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional, and international institutions, as well as civil society actors is required;
  • Experience serving as a donor liaison and writing donor reports is desired;
  • Experience managing staff at various levels and from a range of cultural backgrounds, including teams of international staff, is required; and,
  • Experience working in USRAP for other organizations or agencies is a plus.

Skills

  • Demonstrated proficiency with such systems as START, MIMOSA, and iGATOR is an advantage;
  • Sound knowledge of program implementation and familiarity with IOM’s administrative, financial, and business rules and practices is desired; and,
  • Excellent computer skills and proficiency in spreadsheet and database applications are required.

Languages

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English and Spanish is required (oral and written).
  • Proficiency of language(s) required will be specifically evaluated during the selection process,
  • which may include written and/or oral assessments.
