The adaptation of mWater and other data management tools to improve program monitoring for UNICEF Guinea Bissau brought to light numerous possibilities of application. The progressive use of these tools for now program monitoring triggered a raising call for its use to support project and sector statistics e.g., EMIS for the Ministry of Education. These tools, if effectively used, are intended to increase the efficiency of service delivery to the population. It is the case of the use of mWater tools for statistics and monitoring of vaccines, vaccination coverage and community vaccination promotion and as the main monitoring program for WASH program in Guinea-Bissau.

Purpose of Activity/Assignment:

This consultancy aims to deliver data support directly to counterparts and partners at the subnational level, more specifically to health area managers and school inspectors. The Field Data Consultant will also provide training and support during the data collection period ensuring quality and accuracy.
It’s expected the Field Data consultant to also supports survey deployment, and data analysis for regional health and education managers provides advice on infrastructure typology and handles applications problem counterpart and partners may face.
The Field Data Consultant is also expected to support partner reporting on KRC#8 indicators during the implementation of sanitation programs as well for WASH & Nutrition, Community health’s and IPI interventions.
The proposed consultancy is necessary to enable UNICEF Guinea Bissau to expand its support for the use of smart data collection tools including water. On the other hand, it aimed to address the data quality control and visualization gap since it will allow transferring data review and visualization competencies. Consequently, this action is expected to enhance ownership in the health and education regional offices.

How can you make a difference?

The objectives of the consultancy over the 8-month assignment are:

  • Apply a competencies detection survey in 8 Education Regional Directions.
  • Define and propose a training plan for identified focal points (regional and sectorial education statistician) statisticians and deliver the training.
  • Support the development and implement and follow-up plan that includes regular quality and accuracy review of the information collected data during school statistics data collection.
  • Support baseline data collection for the WASH in Nutrition joint project and for UNICEF CO integration initiative.
  • Support the introduction of mWater to community health program
  • Assist regional data manager and statistician for education on the use of data review and visualization tools.
  • Support survey deployment and regular monitoring of WASH and IPI data.

Applications will be evaluated based on technical and financial offers. The Financial offer should stipulate all-inclusive fees.

Payment Schedule:

Payment of professional fees will be based upon submission of agreed timely satisfactory deliverables.

Criteria for selection process:

Interested consultants should provide the following:

  • Cover letter describing the candidate’s relevant experience with similar type of assignments
  • A Technical proposal: The candidate should submit a proposal explaining a short description of methodology or approach on how to deliver the assignment as per the TORs including field visits.
  • A Financial Officer: The candidates are required to submit their financial offer including all costs related to this consultancy (fees, DSA for field mission)
    The final selection will be based on the principle of “best value for money” i.e., achieving desired outcome at lowest possible fees.

To qualify as an advocate for every child you will have

  • Qualification in the data collection and analysis, data management, community mobilization or other WASH-related fields.
  • Minimum of two years of working experience in relevant related fields such as data collection, data management or community mobilization.
  • Experience in working with an international aid organization is highly desired
  • Previous experience of use of mWater or other smartphone-based monitoring tools meriting
  • Fluency in Portuguese and English (or French) is required. Knowledge of local language Crioulo is an asset
