Under the general guidance of the Director, ILO DWT/CO New Delhi, the National Project Coordinator will report directly to the Labour Migration Specialist. The incumbent will supervise the project Administrative and Finance Assistant and work in collaboration with the Programme focal point for migration as well as the Administrative and Finance Unit in the ILO DWT/CO New Delhi

Description of Duties

1.    Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.

2.    Initiate, sustain and guide cooperation with key project and implementing partners, in close collaboration with relevant ILO specialists to ensure the performance and results of the project.

3.    Develop activity concept notes, terms of reference, budgets and reports; organize training programmes, conferences, seminars, workshops, multi-stakeholder consultations, awareness raising activities and meetings; and ensure the collection of disaggregated data.

4.    Coordinate and monitor project activities implemented by project and implementing partners, consultants and trainers, and ensure the quality of outputs, by reviewing, verifying and analysing partners’ work plans, progress reports, final reports and other data for clarity, consistency and completeness.

5.    Organize and participate in project management, steering and advisory meetings, draft meeting notes and solicit comments from relevant project partners.

6.    Maintain close cooperation and coordination with government, employers’ and workers’ organizations in the planning and implementation of activities under the project.

7.    Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in New Delhi, other colleagues in the field and HQ on specific technical areas requiring comprehensive and collaborative interventions.

8.    Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.

9.    Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.

10.    Ensure high-level communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of the Communication and Information Management Officer, maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.

11.    Other related duties as assigned.

Required qualifications

Education

First level university degree in economics, social sciences, or related field and strong knowledge on development issues particularly in the area of labour migration.

Experience

At least three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).

Technical requirements: Good knowledge of international migration with a particular focus on labour migration governance as well as skills development and recognition, reintegration and the protection migrant workers’ rights. Knowledge of the policy making process.

Languages

Excellent knowledge of the working language of the duty station and a good knowledge of English.
