Project Overview and Role:

The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a five-year program (2019 – 2024) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia.

The program aims to improve Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia on humanitarian issues in the region. The Program will be implemented at the national and sub-national levels though collaboration with the National Disaster Management Agency (BNPB) and other government institutions, civil society organisations and multilateral agencies. The Program will also operate across several provinces in Indonesia.

Purpose of the Position

Support the sub-national team in finance and administration related processes and ensure compliance to the company policies and regulations on sub-national activities implementation

Role and Responsibilities

Under the leadership of the Head of Sub-national DRM Capacity, the Finance and Administration Assistant will undertake the following:

  • Carry out daily administrative functions such as ensuring the attendance records of the sub-national team, project letters, and logistics (office supplies) for the team
  • Provide support for sub-national team members travel and local transportation as needed
  • Provide support in translation (or outsourcing translation) of key program documents to ensure that all critical documents are bilingual Bahasa Indonesia and English
  • Manage the database and/or support in document management/archive for the team – in alignment with the database set-up at Jakarta level
  • Identify and recommend appropriate administration systems applicable for the team to fulfil Palladium and DFAT compliance requirements
  • Be responsible for management and control of the sub-national team’s petty cash, Review and endorse financial expenses for the hub-office and sub-national team members
  • Be responsible for ensuring that sound audit trails are in place in relation to all sub-national office paid accounts
  • Facilitate and support Jakarta team members in issues related to financial administration
  • Provide reports and updates on project activities as needed
  • Participate in regular team meetings, briefings and manage minutes of meetings;
  • Other tasks as requested and agreed with the Head of Sub-national DRM Capacity

Duration and location

The initial contract period will be for 12 months with further extension based on performance and depending on program needs. The position will be based at the SIAP SIAGA sub-national hub in Bali with travel as required to the area location

Key Relationships

Reports to the Sub-National DRM Adviser
Coordinates closely with SIAP SIAGA project team members working at the sub-national level, as well as the Head of Operations and Finance and her team as appropriate

Qualifications and Experience

The position is open to Indonesian nationals who are ideally based in either Bali, NTT, or East Java, with the following qualifications, skills and experience:

  • Degree in Social Science, Project Management, Business Administration, International Development, Humanitarian Affairs or other related fields.
  • Minimum 10 years’ experience in Disaster Risk Management, Humanitarian Operations, and/or Disaster Risk Reduction including a minimum of 7 years’ experience in Government capacity building in DRM or DRM system development.
  • Strong coordination and partnerships building skills, preferably with experiences in public-private partnerships.
  • Strong understanding of Disaster Risk Management or Disaster Management and in particular the DRM context in Indonesia.
  • Strong project management skills.
  • Strong knowledge of global and regional DRM issue, SDG, and SFDRR and understanding of Indonesia’s government priority on DRM (in RPJMN and RPJMD) preferable.
  • Strong communication, writing and analytical skills.
  • Demonstrated ability to influence and advocate issue to key stakeholders toward solution and decision making.
  • Fluent in English (written and spoken) and Bahasa Indonesia.
