BACKGROUND

Yayasan Plan International Indonesia is currently implementing its Country Strategy 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. With the clear goal to reach 1,000,000 girls as beneficiaries, YPII needs robust monitoring and evaluation framework in place, supported by technically capable personnel who are motivated to focus on measuring the impact of YPII Programme to children (boys and girls equally) and their community.

Plan Indonesia in consortium with ADRA Indonesia, MDMC, RedR, Pujiono Center will implement a project funded by ECHO to promote safety, dignity and rights of affected people and improving

affected people’s access to assistance according to need and without discrimination in future disasters in Banten, Western Nusa Tenggara and Central Sulawesi Provinces

DIMENSIONS OF THE ROLE

 

  • The post holder report to Programme Manager Humanitarian and Resilience
  • Responsible manage networking partnership for project planning, implementation, budgeting and monitoring evaluation. 
  • Will proactively work to influence, support and capacitate partnership and government in certain program at the different level. 
  • Engage in advocacy, networking and coordination in the national and sub-national, and ensuring children and young people particularly girls and women are benefiting from the project
  • Represent YPII in exchange of information and community of practice forums and events at National, Regional and Global level as requested by the organization.

ACCOUNTABILITIES

 

        Responsible to Managing Partnership on Project Planning and design

 

  • Support the planning and design of the project which in line with CS4, monitoring and evaluation framework, budget plans, and communications strategy
  • Develop and submit a consolidated detailed implementation plan (DIP) on the basis of the area project specific plans.    
  • Communicate donor on program planning and budget
  • Liaise closely with project partners consortium and Government stakeholders to develop project planning
  • Conduct partnership selection for situation assessment through issues analysis, capacity/resources, access, opportunity and support
  • Program implementation in line with the project design and planning
  • Ensuring high quality of project implementation, comply to project design and planning. Able to provide explanation and justification to donor and partner on project quality if needed
  • Establish linkage emergency programs with overall program design
  • Monitor, coordinate, and supervise partners and related stakeholders for provision of strategic support services
  • Develop and implement the scaling up strategies as well as sustainability
  • Support M&E team to develop monitoring mechanism, tools of project monitoring
  • Working collaboratively with technical advisor/specialist in CO level for cross-cutting theme such as gender, inclusion, participation, protection

 

             Communication, Monitoring and Reporting

  • Conduct monitoring to target project location and facilitate discussion and coordination between partner, stakeholders and beneficiaries.
  • Maintain communication with Programme Manager Humanitarian and Resilience and team on project planning and Implementation
  • Monitor project progress (outcomes and results) and expenditure
  • Prepare progress reports for internal Plan use to Programme Manager Humanitarian and Resilience in quarterly basis and/or other basis if  needed
  • Prepare informative and high quality donor reports
  • Monitor project budget in SAP system
  • Collaborate with communications team to implement communications strategy
  • Monitor staff performance, provide feedback, evaluate staff performance and recommend necessary follow-up actions
  • Develop and implement DRM influencing strategy and planning at district level to promote resiliency building to disaster, in collaboration with advocacy team
  • Communicate about the program with outside parties
  • Represent Plan in relevant cluster / network meeting

Networks, partnership and Learning

  • Establish external networks in order to strengthen the implementation of project, to exchange experiences and to scale up program implementation
  • Maintaining high quality relationship with implementing partner, as well as reviewing reports and indicators
  • Facilitate learning process of internal development at district and provincial level
  • Support advocacy and influencing effort in developing DRR related policy and programming at different level
  • Develop project documentation showing learning and best practices emerged during project implementation
  • Seek innovation and put in place improved learning practices within and outside the program

KEY RELATIONSHIPS

Internal

  • Project Specialists: provide guidance on the strategic direction of the project in relation to the achievement of the project milestone and outcome
  • MER Team Lead : Coordination of project MER framework and implementation objectives to be consistent with Country, Global and Advocacy priority
  • Program Manager: Management guidance for project implementation
  • Program Advisors: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in project activities

External 

  • Implementing partners: provide support and capacity building to monitor and track progress against target and indicators as per project M&E
  • Government stakeholders sub nationals and national
  • Academia and media relation

Technical expertise, skills and knowledge

Essential

  • Bachelor degree in Social Welfare/Environmental Science/Community Development/others relevant field
  • At least 5 years of experience working on project management
  • Experience working with donor i.e European Union, World Bank, USAID and UN agency.
  • Experience of managing project implementation, delivering on obligations and a good awareness of donor requirements and priorities.
  • Experience in capacity building for local CSOs, Experience in representational roles
  • Good understanding about DRR/CCA/Resilience concept and practices
  • Experience in working with and managing a team in a consortium
  • Good analytical skill, well informed about methods to capture change/results of project implementation
  • Skill in a diversity of partnerships, NGOs, research and government
  • Demonstrated experience working with governments closely and effectively.
  • Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals
  • Financial and budgeting skills; fluent in speaking and writing English
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing
  • Possess good judgement to deal with conflict
  • Able to work both in team and independently with minimum supervision, • Ability to work to tight deadlines, under pressure and to multi-task
  • Commitment to child rights and CCCD implementation

Desirable

  • Master in Social Welfare/Environmental Science/Community Development/others relevant field
  • Over 5 years of experience working on project management
  • Experience in working on policy and advocacy project
  • Knowledge on IT-based/innovation project implementation
