Objectives of the programme

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health priorities, sustainable development agendas and harmonized with the United Nations country teams and partners to improve health outcomes and progress towards achieving Universal Health Coverage.

Description of duties

1) Ensure that WHO global and regional policies and guidelines on health system strengthening are translated into implementation of national policies and programmes.

2) Provide technical support to the Ministry of Health in implementing its National Health Strategy in areas pertaining to health system strengthening, particularly on quality improvement and patient safety.

3) Conduct situation analysis, desk review of health trends; undertake gap analysis in relevant health system areas, to guide the development of relevant technical reports and policy documents as required.

4) Support the Ministry of Health efforts to ensure information sharing among health stakeholders through supporting the functions of task forces and/or thematic groups.

5) Develop and maintain a database for WHO on core health indicators to be used in regular reporting for WHO various reports.

6) Monitor project implementation on strengthening health systems towards universal health coverage and prepare progress reports and new project proposals as appropriate.

7) Assist in strengthening capacity of health economic analysis and participate in training programs at the country level.

8) Review national health information systems and propose recommendations on methods for improvement of data collection and national health accounts.

9) Conduct analysis of health care financing strategies aimed at providing input for improving healthcare financing.

10) Provide technical support to establish and roll out programme monitoring mechanism including mid-year and annual reviews, to record progress and identify potential bottlenecks to be addressed.

11) Represent WHO in meetings and relevant missions as appropriate.

Required qualifications

Education

Essential: University degree in health services administration, public health management, public health or related field.
Desirable: Postgraduate qualification (s) in the areas of health policy, health service delivery, health financing, good governance in medicine

Experience

Essential: At least 2 years’ experience in areas of health system strengthening, health management or public health
Desirable: Work experience with UN Agencies

Remuneration

Remuneration comprises an annual base salary starting at JOD 35,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
