Cadre organisationnel

This position is located in the United Nations Office of the Special Coordinator for Lebanon (UNSCOL). The Senior Coordination Officer will report directly to the Special Coordinator (SCL) and Deputy Special Coordinator DSCL. The Senior Coordination Officer provides strategic advice and support to the SCL and DSCL on UN and external coordination issues and ensures the integrated management of UNSCOL substantive activities in line with the strategic vision and guidance of the SCL and DSCL/RC/HC, as appropriate.

Responsabilités

Within delegated authority the Senior Coordination Officer is responsible for the following duties:

Analysis, Advice, and Reporting

– Fosters positive relationship with Government counterparts and advises the Special Coordinator and Deputy Special Coordinator on identifying priority areas of international support in support of Lebanon’s stability and security and liaises with national and international partners
– Supports the development and implementation of strategies, policies and other measures to address relevant programmatic and coordination issues within the mission, and in relation to the mission and the various components of the UNCT;
– Identifies and analyzes pertinent developments, issues and challenges for the mission and provides up-to-date analysis and advice to the UN Special Coordinator and the Deputy Special Coordinator on economic, social, human rights and humanitarian trends;
– Upon request, provides coordination inputs for background briefs, policy notes, talking points and other materials in support of the political activities of the UN Special Coordinator, including in preparation for Security Council Briefings;
– Leads in UNSCOL preparations for international donor meetings, supports UNSCOL participation at such meetings;
– Identifies issues for policy discussion and prepares for and coordinates meetings of various donor groups with appropriate follow-up to ensure implementation of effective strategies;
– Lead/advise on UNSCOL’s engagement within the UN Sustainable Development Cooperation and other UNCT frameworks as relevant,
– Coordinates with UNIFIL on aspects of joint implementation of Security Council resolution 1701 and mission economies and efficiencies between the two entities;
– Coordinates UNSCOL outreach and engagement with civil society and other stakeholders as it impacts UNSCOL’s mandate implementation; Ensure timely and effective coordination for field visits for the mission leadership and HQ leadership as relevant; Coordinate UNSCOL’s systematic outreach to provinces in support of UNSCOL’s mandate implementation.
– – Assists the UNSCOL PPAO in Team-wide planning processes, ensuring coherence is maintained between mandated tasks, component plans/concepts of operations and, where appropriate, United Nations-system-wide integrated planning as required by policies, guidelines and best practices on planning, in particular the Integrated Mission Planning Process (IMPP) and risk management, and incorporates mandated cross-cutting issues, such as gender mainstreaming; and supervises and provides managerial guidance to Team planning staff to this effect.
— Ensures the proper conduct of processes critical to the delivery of mandate implementation, particularly strategic planning, policy coordination and senior level decision- making internal planning and coordination functions including planning and budgetary processes

Partnerships, Planning and Programming
– Supports the SCL/DSCL in the development of strategic and programmatic frameworks for the UNCT coordination;
-Facilitates the translation of policy intent and high-level direction of Team leadership into viable tasks and works with components to ensure their effective implementation. Interacts closely with other sections of the mission in the production of briefings, background notes, talking points, cables, media statements and speeches;
– Advises the SCL/DSCL DSRSG/RC on the identification of potential areas or issues for common UN approaches and in the development of proposals/actions for enhancing inter-agency cooperation and coordination particularly on those issues with political dimensions; Liaises with government’s substantive teams on all issues related to UN programming and development initiatives in the context of the UNSCOL’s mandate;

– Coordinates and prepares meeting agendas, alerting the SCL and DSCL RC to pending issues; Prepares records and conclusions and ensures appropriate follow up; Maintains working relationships with agency representatives, UN colleagues and other relevant partners, such as Government counterparts and NGOs at all levels;
– Ensures coordination with the Peacebuilding Support Office, in particular with relation to the Peacebuilding Fund (PBF) on joint work relevant to UNSCOL’s mandate and the UNCT; undertakes or oversees UNSCOLs inputs into peacebuilding projects and ensure they are coordination with UNCT.
– Provides guidance on United Nations policies and procedures;

Information Management and Communication
– Ensures that advice and information on crosscutting issues is coordinated between UNSCOL and the with relevant entities of UNCT;
– Promotes coherence in strategies between the UNSCOL and with UN agencies;
– Oversees the implementation of knowledge management approaches throughout the mission, such as handover notes, after-action reviews and end-of-assignment reports;
– Oversees the coordination and preparation of inputs into United Nations reports, including reports of the Secretary-General and the Resident Coordinator

Management
– Under the direction of the PPAO, oversees the internal management of the office on behalf of the Special Coordinator including the development of, advice on, and promotion of policies on management issues.
– Manage UNSCOL’s coordination unit (CU) in all aspects including budget preparations, analysis and reporting, and hiring of staff. Oversees the day to day operations of the coordination unit Formulates and manages the implementation of the programme of work of the CU; Supervises, mentors, and evaluates staff;
– As required, participate in senior staff meetings, recruitments panels, internal boards of inquiry and other management duties associated with the post;
– Coordinates all activities emanating from the unit, sets priorities, supervises and ensures follow-up and feedback;
– Consistently applies rules and regulations;

Formation

Diplôme universitaire du niveau de la maîtrise (ou équivalent) en sciences sociales, sciences politiques, relations internationales, économie, média, développement, ou dans toute autre discipline apparentée. À défaut, un diplôme universitaire de premier cycle, dans les disciplines mentionnées ci-dessus, assorti de deux années supplémentaires d’expérience pertinente

Expérience professionnelle

A minimum of ten (10) years of progressively responsible professional experience with international organizations in humanitarian, post-conflict, development contexts, or related field is required.
At least two years of experience working in a UN Field Operation – or similar multi-lateral or non-governmental organization – in a conflict or post-conflict setting is required.
Experience working with the UN and inter-agency coordination or RC system is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; Working knowledge of Arabic is required.
