Chemonics International, a leading international organization based in Washington, D.C., seeks candidates for the anticipated USAID Liberia Foundational Skills Activity (FSA). The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards. The position is based in Monrovia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Work with the chief of party and other senior personnel to promote a coherent and strategic vision for the operational implementation of the project.Lead the operations, finance, administrative, and subcontracts and grants teams to ensure compliance with USAID regulations and procedures.
  • Serve as primary liaison to the COP for all operational, financial, and contract management matters, including financial management and regular financial reporting to USAID.
  • Oversee project human resources management, including the recruitment, hiring, orientation, training, and termination (as necessary) of personnel required for the execution of project activities; ensure compliance with local legislation in all activities related to hiring and management of personnel.
  • Plan and track financial and administrative activities to evaluate implementation needs; monitor project financial performance against workplan and life-of-project budgets.
  • Maintain and oversee procurement actions as well as project calendar of procurement actions (for goods and services) including managing lead times for delivery of large procurements;facilitate collaboration among staff to ensure sufficient lead times.

Qualifications: 

  • Bachelor’s degree required; advance degree preferred.
  • At least 7 years of demonstrated experience in financial and operational management of development activities, with increasing levels of responsibilities.
  • Experience on a USAID-funded project with large-scale required.
  • Demonstrated knowledge of U.S. Government regulations, policies, and procedures related to international programs.
  • Experience establishing internal control systems and accounting/financial reporting protocols for subcontractors and grantees required.
  • Demonstrated ability to create and maintain effective working relations with U.S. and host-country senior government personnel, donor partners, U.S. and local vendors, and the NGO/private sector.
  • Proven success working in team environment with program and technical staff.
  • Excellent interpersonal and communications skills in English, both verbal and written
