Purpose of Assignment :

The overall objective of this assignment is to assist the Country Office  to coordinate all communication activities among implementing partners based on an approved strategy, building capacities internally and externally, increase visibility and engagement of target audience.

Objective 1: Coordinate all Communication Activities among Implemting Partners based on an Approved Strategy

First four weeks

Objective 2: Building Capacities Internally and Externally

  1. Develop the training material and organize a two-days workshop for reporters to introduce them to the Spotlight Initiative, story ideas and the Initiative’s thematic issues.
  2. Organize a communication training for Spotlight Implementing partners on storytelling and branding at least once per quarter.

First eight weeks
Objective 3: Increase Visibility and Engagement of Target Audience:

  1. Development and dissemination human interest stories
  2. Social media updates on Spotlight Initiative
  3. Create and regularly update the media/reporters’ database for Spotlight Initiative.
  4. Organize one intervention for engagement with 15-20 locally based media editors, community radio managers, Local Voices, to meet with heads of UN agencies, European Union and program leads for a briefing and updates on the programme.
  5. Draft and disseminate for publishing in a local / regional media a monthly OpEd / article covering the spotlight in Liberia.
  6. Organize a quarterly field trip for journalists on impact of Spotlight Initiative in the five targeted counties.
  7. Support the Spotlight Initiative programme team to develop contents for fact sheets, press releases, fliers and other materials showcasing Spotlight Initiative implementation.
  8. Undertake editing, formatting, illustrating of Spotlight Initiative documents as requested by the supervisor – average of 12 documents (4 per month)
  9. Summary report for all achievements during the reporting period including media monitoring and social media engagement.
  1. 24 Human Interest Stories.
  2. 150 social media updates.
  3. Updated media / reporters database.
  4. Six interventions with media and agencies.
  5. 12 OpEd are published in local / regional media.
  6. Four field trips with media are organized.
  7. Briefings and visibility material are produced and updated regularly.
 

Throughout the contract, the listed deliverables will be produced.

 

Qualification or specialized knowledge/experience/expertise required for the Assignment :

  • Academic Qualifications. Advanced University degree in mass communication, journalism or a related field ;
  • Professional/Technical experience:  Five (5) years of relevant experience in the field of Communication ;
  • Language skills. Fluency required in English ;
  • Other necessary/desirable skills/qualifications. Photography, writing skills and use of publishing tools such as adobe software.

 

General Terms and Conditions of the Contract :

  • Under the consultancy agreements, payment for deliverable is based as defined in the ToR ;
  • All remunerationsmust be within the contract agreement ;
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor ;
  • For international consultants outside the duty station, signed contracts must be sent by fax or email ;
  • Unless authorized, UNICEF will buy the tickets for the consultant.  In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand ;
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget ;
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation ;
  • Mention is it as per the General Terms and Conditions of the Contract.
