Responsibilities include:

The Private Sector Engagement (PSE) Specialist will focus on building and managing relationships between private healthcare organizations or business and public health entities, non-governmental organizations (NGOs), or other stakeholders. The role involves promoting collaboration and partnership to improve health services delivery and achieve common health objectives. S/he will support public private dialogue facilitation and institutional linkage building.

The PSE Specialist will support the MOH/PSE and HFL through the following tasks and responsibilities:

  • Serve as technical focal point for implementation of PSE workplan activities,
  • Lead technical inputs on all PSE workplan activities and deliverables, providing technical guidance and review of deliverables and technical reports,
  • Provide technical assistance to HFL and across all PSE activities,
  • Provide technical guidance to HFL staff to produce milestones and deliverables outlined in their scope of work,
  • Review PSE deliverables and ensure quality and accuracy of deliverables per FHM Engage quality standards,
  • Foster and maintain strong, collaborative relationships with the private health sector in Liberia, particularly with the MOH/PSE and HFL and the six operational counties. This includes planning meetings, events, facilitating public private partnership (PPP) dialogues, and building institutional linkages,
  • Propose and track metrics to measure the effectiveness of FHM Engage market development interventions around private sector engagement,
  • Identify and analyze opportunities for collaboration with HFL and MOH/PSE Unit on policy reform and systems improvement,
  • Support MOH/PSE Unit and HFL to strengthen communication and collaboration with private sector organizations and companies. This includes coordinating information sharing, establishing Communities of Practice, working groups, forums, and other mechanisms,
  • Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening,
  • Collaborate with Monitoring, Evaluation, and Learning (MEL) and technical team members to strengthen data collection and monitoring to ensure that activities in private sector engagement are tracked toward key performance indicators,
  • Assist with reporting on program progress and contribute to the Activity’s learning agenda,
  • Serve as lead technical writer of quarterly reports for the PSE Activity, and contribute to annual work planning, and other required deliverables as directed,
  • Stay up-to-date on global best practices, new developments, and emerging issues in private sector engagement and public private partnership strengthening,
  • Any other responsibilities as required by the Technical Program Director

Qualifications:

  • Master’s degree in business, management, economics, health, finance, development studies, or related discipline
  • Five (5) years or more of professional experience in market systems development, private and public sector stakeholder engagement, private sector development, health economic reform, financial management, business and financial modeling, income generation, or related field
  • Strong technical skills in private sector engagement, including experience in providing technical assistance or advisory services related to catalyzing private sector resources, economic growth, health, or related technical sectors
  • Familiarity with, and ability to apply and adapt methods to engage the private sector in policy reforms, advocacy, public private dialogue, and monitoring implementation of reforms
  • Previous experience supporting USAID funded projects or other development organizations on projects and programs
  • Ability to work well in a team and with minimum supervision
  • Strong written and verbal communications skills in English
  • Demonstrated leadership, versatility, and integrity
  • Must be a Liberian citizen
