Project Objective:

The purpose of the Anti-Corruption Assessment is to identify and explore the political, economic, social, and cultural factors that influence corruption. The assessment is intended to help USAID understand the underlying reasons why corruption is pervasive, identify incentives and constraints that lie behind the behavior of actors, and identify strategies and windows of opportunities on how anti-graft institutions, civil society organizations, and other coalitions can be strengthened in combating corruption in Liberia.

Position Description:

SI is seeking a Team Leader/Senior Research Specialist to support the USAID/LIBERIA ANTI-CORRUPTION ASSESSMENT. This is a short-term consultancy with an estimated level of effort (LOE) of 66 days, and a period of performance from ~ July-November 2023.

Responsibilities:

● Lead the development of the Political Economy Analysis design including methodology, instruments, and workplan.

● Perform desk review and identify additional information required for analysis.

● Conduct and oversee the consultant team to conduct data collection for the assessment.

● Coordinate team’s ongoing analysis of qualitative and quantitative data.

● Lead the preparation and presentation of Political Economy Analysis design, key findings, and recommendations to USAID together with the assessment team.

● Write the draft report with support from the team members, taking into consideration feedback from presentations and consultation workshops.

● Respond to comments on the draft report and prepare a final report.

● Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.

Qualifications:

● A senior professional with experience leading and conducting applied Political Economy Analysis.

● At least ten years of experience related to management and analysis of countering corruption programs, with demonstrated experience designing research activities in those spaces.

● An advanced degree in a discipline related to research, democracy and governance, international development, or relevant fields.

● Experience in managing multi-disciplinary teams with in-person and remote data collection approaches.

● Demonstrated familiarity with qualitative data collection and analysis.

● Experience with mobile qualitative data collection preferred.

● Demonstrated ability to produce a high-quality assessment report in English.

● Knowledge of USAID rules, regulations, and procedures is desirable.

● Experience working in Liberia or similar contexts in West Africa preferred.

● Experience facilitating participatory analysis and utilization of research results preferred.

● Excellent oral and written skills are required.
