For every child, Health :

The objective of the Monitoring Children and Families in COVID 19 (MCF19) is to monitor (through a panel survey) the socioeconomic wellbeing of families, and children, and their access to basic services in Libya, in the context of COVID related restrictions and armed conflict. Specifically, the MCF19 seeks to (a) identify groups that are particularly at-risk and vulnerable; (b) to monitor the continuity of social service delivery and quality despite the COVID-19 crisis; and (c) to monitor general well-being of the households in the context of COVID crisis to allow for improved social programming.

The MCF19 will collect two types of data on a monthly basis: 1) quantitative data will be collected through a monthly panel survey (submitted to a central data software via text message/internet); and 2) qualitative data will be collected by randomized calls to a select group of research enumerators every month.

This information will also be submitted to the data software for coding and analysis. The quantitative and qualitative data will be analyzed on a monthly basis by the Interagency Steering Committee, composed of all participating organizations and agencies, and a short brief will be published, to report on the monthly monitoring.

 

How can you make a difference?

UNICEF seeks a consultant to manage the MCF19 panel survey. He/She will be responsible for :

  • Partnership coordination to prepare for the MCF19 panel survey, including finalizing partnerships with partner UN agencies and supporting the identification of volunteer enumerators ;
  • Developing the sampling framework, the weighting approach and finalizing the research tools (for the panel survey questionnaire and interviews) with the company hired to develop the platform for data collection/analysis software ;
  • Coordination with the hired company to ensure the development of the data collection/analysis software ;
  • Oversee the training of the volunteer enumerators ;
  • Support enumerators during monthly panel survey, including through data cleaning as necessary and work with software developers to respond to any technical issues ;
  • Conduct qualitative interviewees of selected enumerators each month to verify and explain survey results ;
  • Produce the monthly data analysis and drafting of the monthly report ;
  • Presentation of the monthly report to the Interagency Steering Committee, facilitation of discussion regarding results, and finalization of monthly report ;
  • Drafting of a final report at the end of the six month period, identifying trends in the data.

 

To qualify as an advocate for every child you will have…

  • Experience managing research projects at this level ;
  • Technical experience in socioeconomic research and panel studies ;
  • Experience working with UN agencies ;
  • Experience in interagency coordination ;
  • Knowledge of the local context ;
  • Arabic language is an asset ;
  • At least a Masters Degree in social sciences, research methods, or related fields.

 

Deliverables :

  • MOU signed between all participating UN and NGO partners ;
  • Sampling framework developed and weighting to produce representative figure around enumerators and selected households ;
  • Software and platform developed (in coordination with software development company) ;
  • Monthly interviewees with enumerators (confirming panel survey) entered into software ;
  • Monthly panel quantitative survey results entered into the platform and software ;
  • Support the development of the dashboard in coordination with the IT development company ;
  • Monthly short report on results of panel survey and trends (finalized after meeting with Interagency Steering Committee) ;
  • Final report on Panel survey findings.

Remarks :

The consultant is expected to submit a detailed financial proposal for the whole duration of the consultancy with all the payments included. The budget breakdown is also required to understand the costs included in the overall proposal.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
