Purpose

You will contribute to the identification, appraisal, negotiation and initial stage monitoring of lending transactions in the public and infrastructure sectors in Western Europe, according to EIB policies and procedures and with the objective to contribute to EU Policy goals, with a specific focus on EU Mandates such as Invest EU.

Specific Post Environment

You will report to the Head of Division and work in close co-operation with the other members of the Division and Department, and also with OPS frontline staff.

Accountabilities

Origination/Lending process

  • Track developments and monitor his/her target market
  • Develop and maintain a network of contacts in said market
  • Screen proposals and identify lending opportunities that best meet the Bank’s objectives and where applicable in line with the applicable EU mandates
  • Evaluate, at an early stage, the quality of potential borrowers and guarantors by preparing key financial analyses, including debt -assumption and debt -service capacities
  • Lead and coordinate the lending process in cooperation with other Directorates
  • Structure loan proposals, evaluate feasibility, analyse operational and financial risks, draft reports and lending proposals in cooperation with the appraisal team

Negotiation of contracts

  • Negotiate terms and conditions and legal documentation with promoter/borrower and other counterparts in coordination with PJ, GR&C, BPMM and JU
  • Organise contract signatures and follow up on the ratification of contracts in order to finalise the negotiation and sign the contract

Qualifications

  • University degree (minimum an equivalent to a Bachelor), preferably in Business Administration, Finance or Economics;
  • At least 3 years of relevant professional experience at Officer level. (e.g. origination, appraisal, structuring, negotiation, monitoring);
  • Some knowledge of various financial structures/products and related legal aspects;
  • Good understanding of financial markets and business scenarios and financial products consistent with the market requirement and the objectives of the Bank;
  • Awareness of the political scenarios and the role of the main stakeholders in the Western Europe geography;
  • Good understanding of the EIB mission, CBR, mandates, own risk facilities, project, and credit lending policies as well as the operating and political framework in which the Bank operates within the Western Europe geography;
  • Good knowledge of assessing the credit risk and producing comprehensive financial analysis for sub sovereign and public sector entities would be an asset;
  • Excellent knowledge of English and French.
