The African Development Bank has received financing from the Japanese Trust Fund towards the cost of the Feasibility Study Capacity Building and Skills development for Rural Youth Employment in Malawi and intends to apply part of the agreed amount for this grant for payments under the contract for Feasibility Study Capacity Building and Skills development for Rural Youth Employment in Malawi.

The African Development Bank Malawi Country office now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. The study will be undertaken in all the three regions of Malawi

The services included under this consultancy service include;

Market Analysis

  • Collect data on the demand for technical and skills development in selected districts in rural Malawi
  • Assess the types of skills that are required in specific areas of the country based on demand and or/ service gaps.
  • Recommend the skills set and capacity to deliver the skills in each district and/or location.
  • Estimate the number of young people requiring the skills, projected over a period of at least 10 years.
  • Conduct some basic cost benefit analysis for the investment and
  • Recommend the infrastructure and equipment required to provide the skills in these selected districts together with a maintenance plan to ensure the sustainability of the equipment and infrastructure.

Stakeholder Consultations

  • Undertake a detailed stakeholder consultation on the needs and requirements of specific areas in the district at national, regional, district and community level.
  • Determine the most suitable trade or combination of trades for each districts and/or location based on the market situation and projected growth in demand.
  • Document the needs of youth with various levels of education, informal, primary and secondary education levels,
  • Develop the capacity and skills baseline data for each district and/or selected area; and
  • Undertake the Environmental and Social Impact Assessment (ESIA) for the selected sites.

Districts and Site Selection 

  • Develop clear and transparent district and site selection criteria.
  • Disseminate the selection criteria to key stakeholders.
  • Undertake preliminary selection of the districts and sites based on the selection criteria and,
  • Validate the selected districts and sites with key stakeholders at national, district and community level.

Detailed Engineering and Architectural Designs 

  • Develop detailed engineering and Architectural designs for selected trades.
  • Develop detailed costing of the infrastructure and Bills of Quantities.
  • Develop equipment specifications and maintenance plan, and bills of quantities and
  • Prepare detailed tender documents for goods, works and services based on AfDB templates.

The estimated duration of services is 6 months and the estimated starting date is 1 August2021

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Policy and Procedure for the recruitment of Corporate Consultants.

A shortlist of six Qualified firms will be compiled based on the following criteria:

General qualifications and adequacy for the assignment to be undertaken …………….40%

Availability of skills within the personnel of the company during the period

Experience with the MDBs and DFIs in skills and entrepreneurship training ………..10%
