Local Content Development Project for Youth-Led and Women in Business MSMEs

GENERAL PROCUREMENT NOTICE

  1. The Government of Mozambique has received a grant from the African Development Bank/ Youth Entrepreneurship and Innovation Multi-Donor Trust Fund (YEI -MDTF) to finance the Local Content Development Project for Youth-Led and Women in Business MSMEs (MOZ YWEB Start UP Project).
  1. The principal objectives of this project are to:
  • To create a minimum of 100 new Jobs for Youth-Led MSMEs (50% for WEBs); 25 of MSMEs reporting at least a 10% increase in sales (50% WEBs);  25 of MSMEs reporting at least a 10% Increase in profits (50% WEBs); 
  • Support 25 MSMEs (50% WEBs) to win US$ 500,000 worth in contracts large companies and government entities, NGO’s and other SMEs;
  • Facilitate to 25 MSMEs (50% WEBs) access to finance worth US$ 500,000 from Financial Institutions;  Provide technical assistance and in-depth advisory services for at least 100 MSMEs, resulting in 50 MSMEs reaching the required levels of competitiveness; and  Identify 50 MSMEs appropriate contract opportunities, including 25 partnership and/or Joint-Ventures opportunities, with a total of US$ 1,500,000.
  1. The project includes the following components:
  • Component 4: Contract Connector Link: It covers the promotion of B2B and G2B linkages and networking to help match MSMEs to contracts, facilitate smart partnership opportunities, and support MSMEs to navigate buyer’s company procurement and tendering processes and access contracts.
  • Component 3: MSME Competitiveness Link: support the development of competitive and innovative MSMEs in priority sectors by working with target MSMEs to identify innovative solutions to address gaps limiting their competitiveness to access relevant work scopes, contracts, and partnership opportunities identified in Component 2. Provides MSMEs with a combination of mentorship and coaching, technical advisory, access certification/accreditation, facilitate access to finance (loans, invoice discount, factoring, etc.) with financial institutions, as well capacity building training Projects in Finance/Accounting; Corporate Governance (e.g. anti-bribery & corruption); Marketing; Human Resources and Personal Productivity; Business Planning; Operations Management and entrepreneurship. Additional training on COVID-19 matters might also be provided.
  • Component 2: Opportunity Aggregator Link: This Component deals with the delivery of robust supply/ demand diagnostics and stakeholder coordination to identify and define MSMEs partnership and contracting opportunities associated directly with several sectors developments as well as indirectly with the additional ‘enabling’ infrastructure investments required to enable industrial connectivity and address bottlenecks.
  • Component 1: Institutional Support to IPEME: The Institute for the Promotion of Small and Medium Enterprises (IPEME) is a public entity with administrative and financial autonomy, established under Decree No. 84/2019, aimed at boosting and developing micro, small and medium-sized enterprises (MSME’s). However, the entity faces several challenges and constraints as a public entity with limited financial resources and human capital skills to fulfill its mandate. Therefore, part of the funding will be used to improve its capabilities and provide a strategic direction as well as operational guidance to allow successful delivery of the project with the final aim of creating sustainability in the long term. Therefore, activities will include a strategic and business plan, marketing, and communication plan (including web portal upgrade, flyers, brochures upgrade either in English and French, etc., human resources development plan/ capacity-building Project, workshops for stakeholders engagement, and institutional promotion and training and capacity building of the project management unit (PMU) staff, strengthening M&E systems, etc.); and
  • Component 0: Project Management: supports the cost associated with the hiring of an external project manager, adhering to AfDB requirements such as an independent evaluation and auditing activities, and other miscellaneous expenses that may arise during the implementation of the Project.
  1. Procurement of goods and consultant services will be in accordance with the African Development Bank Group Procurement Framework dated 2015, and in accordance with the provisions set out in the Financing Agreement. The Requests for Expressions of Interest (EOIs) are expected to be available by June 2021.
