RESPONSIBILITIES AND ACCOUNTABILITIES

  1. Provide technical support and guidance to NCHR on human rights investigations in Cabo Delgado, support on advocacy efforts and mentor national counterparts at the county level on taking ownership to promote and protect human rights.
  2. Provide technical support and guidance to NCHR commissioners and technical staff on methodologies for human rights monitoring and case documentation, including the development of procedures for field missions, follow-up actions, and report writing.
  3. Based on identified needs and in close coordination with appropriate partners including the Office of the High Commission on Human Rights (OHCHR), UN agencies, Government, and civil society, deliver trainings and awareness raising activities to build understanding of human rights, empower interlocutors, and improve respect for human rights in practice.
  4. Support the NCHR on reporting on human rights issues and trends, including annual reports, activity reports and thematic reports, based on consistent human rights-based approaches, including a gender perspective.
  5. Support the NCHR with the elaboration and submission of reports to regional and international human rights mechanisms and provide support to draft guidelines for investigating cases of Human Rights violations.
  6. Support the NCHR with support in strengthening internal mechanisms for managing, following up and address cases of Human Rights violations.
  7. Support the NCHR in the effective implementation of the communication strategy and visibility in candlelight cases of Human Rights violations.
  8. Provide strategic advice to the NCHR on implementing key enablers to improve compliance with the Paris Principles, as identified in the 2020 Capacity Assessment and other Strategic Documents, including the NCHR Strategic Plan.
  9. Facilitating the NCHR’s strategic dialogue in regional and global HR forums, including NANHRI, GANHRI and CADHDP.
  10. Continually assess the social, political, and legal context, and through extensive contacts with a wide range of interlocutors, identify critical human rights issues and liaises with relevant partners to enhance reporting and advocacy for human rights in Cabo Delgado.
  11. Develop close and professional working relationship with county stakeholders in order to advocate for better protection of human rights, correct current violations and strengthen compliance with human rights standards to empower government and civil society actors to take responsibility in ending violence against women and girls and other forms of violence.
  12. As required, provide NCHR with information to support the elaboration of reports on human rights violations and abuses in Cabo Delgado.
  13. As required, provide NCHR with support on providing updates and reporting on progress against the NCHR Strategy plan. Provide support to present achievements as well as challenges, gaps and needs to relevant national and international stakeholders.
  14. Undertake travel and perform any other duties as may be assigned.

EDUCATION

  • Master’s degree in social sciences, Sociology, Gender studies, Law, Development Studies, or International Relations, with 5 years of experience, or
  • Bachelor’s Degree in social sciences, Sociology, Gender studies, Law, Development Studies, or International Relations, with 7 years of experience

EXPERIENCE

  • At least 5 years of progressively responsible work experience in development and human rights.
  • Relevant working experience in Human Rights, judicial work, work as legal adviser of state institutions or as lawyer in private practice.
  • Knowledge of the national and international human rights system and institutions.
  • Work experience and knowledge of human rights and development issues in Africa.
  • Proven ability to interact with a range of governmental, bilateral, and multilateral agencies, good interpersonal skills, and organizational proficiency.
  • Previous working experience in an international organization and familiarity with the IOM/UN common system or similar systems is an advantage.
