Context :

Under the overall supervision of the Chief of Mission in close coordination with Head of Programmes and Operations and direct supervision of the Programme Manager (Shelter and Housing), the successful candidate will coordinate and ensure ongoing shelter and Cash-based Interventions (CBI) operations implementation. The shelter programme will primarily focus on the construction of core houses in resettlement sites through the use of CBI. S/he will be based in Beira but will be roving across Mozambique as needed.

Core Functions / Responsibilities :

  1. Assist the Shelter and Housing Programme Manager in the direct implementation of the IOM Mozambique’s Shelter and CBI Programme ;
  2. Ensure timely and adequate implementation of the Shelter/NFI and CBI Programme activities in line with the program strategy, programme guidelines, targets and deadlines, including assessment, IOM’s direct distribution, construction monitoring, set-up of voucher fairs, Cash for Work, and post distribution monitoring activities ;
  3. Coordinate the set up of voucher fairs in rural locations of the Central Mozambique region, involving working directly with the procurement team to set up agreements which meet the programmatic needs, liaison with vendors, and organization of sensitization sessions with the communities ;
  4. Provide regular and detailed reports to the Programme Manager and Head of Programmes on the implementation of the programme, including progress reports, beneficiary lists in locations, and staff/volunteer activities to enable the implementation of the programme as planned, and recommend corrective actions and improvements as needed ;
  5. Facilitate close coordination with IOM Camp Coordination and Camp Management (CCCM), Displacement Tracking Matrix (DTM) and protection programmes through the entire programme cycle lifetime and provide guidance and information on site and settlement interventions ;
  6. Produce and draft documents necessary to implement IOM Shelter/NFI and CBI programmes, including Standard Operating Procedures (SOPs), reporting templates, material specifications, drawings, and other technical documents ;
  7. Liaise with Implementation Partners when necessary (IPs, including pipeline partner), monitor IP’s programme progress, and follow up as necessary to facilitate timely and quality data/reports received ;
  8. Undertake field visit, support field coordination and liaise with counterparts as per programme requirements ;
  9. Compile and draft shelter program beneficiaries’ stories ;
  10. Facilitate close coordination with local government authorities in all phases of the programmes implementation ;
  11. Check that the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV) and other vulnerable groups are considered in the programme implementation ;
  12. Facilitate donor visibility in the activities of the Shelter/NFI Programme ;
  13. Participate in Shelter/NFI Cluster, donor and Government meetings and contribute to the establishment of partnerships with relevant stakeholders. Take minutes of the meeting and keep track of those meetings for filing and reporting purposes ;
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Civil Engineering, Architecture, Supply Chain Management, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Experience in implementing shelter programming in an emergency/recovery context ;
  • Experience in using cash-based interventions in shelter programs, in particular the use of vouchers and set up of fairs in remote locations ;
  • Experience in emergency, project implementation, management including project monitoring and reporting is an advantage.

Skills :

  • Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), is essential ;
  • Undertake duties delegated by the respective supervision, hold self-accountable in completion of assigned task and manage resources efficiently ;
  • Knowledge of Computerized-aided design programs such as AutoCAD, as well as design programs such as Adobe Indesign and photoshop a strong advantage ;
  • Knowledge of the region is an advantage.

Languages : IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Knowledge of Portuguese, French and/or Spanish is advantageous.
