About the mission

Since 2016, the Cabo Delgado region has seen its security context deteriorate sharply with the appearance of a radical group fighting Mozambican security forces and government representatives. Exactions on civilians has become common. The AOG (armed opposition group) pledged allegiance to the Islamic State in Central Africa (ISCAP).  This region of Mozambique was already among the poorest and most underdeveloped in the country (ranked 181st on the HDI). The ongoing conflict has triggered a humanitarian crisis and generated many displacements.

Solidarités International started an emergency response in 2021 to respond to the needs of IDPs (more than 800,000 according to current estimations) and host communities in the region, focusing on some critical sectors (WASH, Shelter & FSL).

Solidarités International began operations in the district of Mueda that was welcoming many IDPs. SI opened a field office in July 2021 and a country office in the coastal town of Pemba (capital of Cabo Delgado).

Since then, the conflict between the AOG and the Mozambican armed forces supported militarily by troops and material from Rwanda and the SADC has evolved and the armed forces have taken control over all major towns of northern cabo Delgado that used to be under control or influence of the AOG. Nevertheless, fighting and attacks continue to occur.

About the job

General objective:

The program coordinator contributes to the development of Solidarités International strategy by proposing sector-based strategies for the whole activities. He/she specifically the guarantor of the quality and suitability of proposed technical approaches and ensures the appropriateness between SI’s activities and general objectives and needs of the population. He/she coordinates the project cycle and more particularly the operational monitoring of programs implemented in the intervention country. He/she contributes to the capitalization process and the improvement of Solidarités International methods and techniques.

Responsibilities and main activities:

    • Strategic orientation, in support to the CD;
    • Relevance and quality of projects, including improvements of the project’s quality framework (MEAL);
    • Coordination, technical support of the 2 project Managers and operational monitoring of the ongoing projects;
    • Capitalization following completion of project;
    • Personnel management;
    • Reporting / communication / representation.

Priorities for the 2/3 first months:

Lead the various project writings at the mission level that will take place from mid-December mobilizing the WASH and Emergency PM, with the support of the HQ team

Support to the two PM (WASH and Emergency Distribution) regarding design and implementation of new activities (SDC, UNHCR, UNICEF topup)

Depending on the discussions that will be ongoing at the time of taking up the position, support the CD in discussions with potential donors, with a focus on LSP opportunities (WFP or other donors with LSP/multisectoral agenda: BHA, ECHO)

In coordination with the Emergency Desk PM, propose and discuss the implementation of a MEAL setup at the mission level from early 2022

Your profile

Education: Background in WASH, Project development and management, FSL, Strong water network, drilling educational background is an asset.

Experience:

  • Very good technical knowledge in WASH/Shelter/NFI, good knowledge/experience in FSL is an asset;
  • Very good strategic planning and coordination skills;
  • Proven experience in project cycle monitoring;
  • Proven skills in training, technical and functional support;
  • Proven skills in needs assessment and data analysis;
  • Strong writing skills ;
  • Ability to represent SI towards donors;
  • Experience in Mozambique is an asset.

Languages: Portuguese or Spanish and English are mandatory.

Other desirable qualities:  leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

Si will offer you

A salaried post: According to experience, starting from 2 400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of 750 USD

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS: In Pemba, which was a touristic place, living environment is quite nice, and the same comfort as in Europe can be enjoyed with the see and the sun! In The inland districts and rural areas, living conditions are tougher.

In Palma the living conditions are still unknown but we can anticipate that there will be strong security restrictions and limited level of services available. One NGO has opened a compound with expatriates.

UNHAS is flying in Cabo Delgado and regular back and force between Palma and Pemba will be organized.
