General objectives

The MEAL Coordinator designs the MEAL action plans of the mission, in accordance with SI’s operational framework, and makes sure it is disseminated, understood and implemented by the mission staffs. He/she provides a methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection and analysis, measure of indicators, complaint response mechanism, “do no harm” analysis, terms of references of internal and external evaluations etc.;

He/she looks over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by his/her department (studies, maps…);

He/she Makes sure his/her department is cross-cutting and well-integrated with all departments (functional links) as well as coherent with all coordinators and managers;

He/she supports training of program teams within his/her fields of expertise;

He/she contributes to institutional knowledge building and improvement of MEAL methods and techniques;

He/she contributes to the design of SI’s strategy by proposing a strategy in terms of M&E support to program teams, integration of cross-cutting issues (gender, protection, accountability, do-no-harm, community participation, disability, etc.)

Priorities for the 2/3 first months :

Set-up the MEAL department within the mission.
Train the recruited MEAL teams as well as the program teams on MEAL roles and responsibilities.
Set up the accountability framework of the mission.
Develop the tools of the MEAL department and deploy them on the field.
Develop an information management level at mission level

YOUR PROFILE

Education: Master in humanitarian action, development, international law or any other technical area related to the humanitarian sector

Experience, technical skill and knowledge:

Very good technical knowledge in project cycle management
Very good technical knowledge of MEAL components
Very good strategic planning and coordination skills
Proven skills in training, technical and functional support
Proven skills in needs assessment and data analysis
Strong writing skills
Experience in management and capacity buildings of teams;
A flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines
Confident and proficient in the use of MS Office, KOBO

Languages: English is mandatory, knowledge of Portuguese or Spanish is an asset

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player.
