The Government of the Republic of Namibia has received financing from the African Development Bank toward the cost of the Transport Infrastructure Improvement Project, and intends to apply part of the agreed amount for this loan to payments under the contract for Project Financial Audit Services.

The Ministry of Works and Transport is the executing agency and is the entity charged with the administrative, accounting, financial, and procurement management aspects of the project implementation and intends to hire an independent audit firm to conduct the financial auditing of the Project. The services include the formulation and expression of opinion on the project financial statements (PFSs) for 2019/2020; 2020/2021; and 2021/2022 financial years. The auditors will conduct the audit of the project in accordance with International Standards on Auditing (ISA), as promulgated by the International Auditing and Assurance Standards Board (IAASB), or National Auditing Standards when these have been found to be acceptable to the Bank. The audit will be carried out in accordance with the Standards specified above. It will include such tests and controls as the auditors consider necessary under the circumstances.

To demonstrate compliance with the agreed project/program financial management arrangements and requirements, the auditor will be expected to carry out tests to confirm that :

  • All funds including counterpart funds have been used in accordance with the conditions of the financing agreement, with due attention to economy and efficiency and only for the purposes for which the funds were provided ;
  • Goods, works and services financed have been procured in accordance with the financing agreement and have been properly accounted for ;
  • All appropriate supporting documents, records and books of accounts relating to all project activities have been kept ;
  • The financial statements have been prepared and approved by project management in accordance with applicable financial reporting framework; and
  • Project physical progress is: (i) consistent with funds disbursed, (ii) technically in conformity with project designs and (iii) adhering with project time estimates.

The Ministry of Works and Transport now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group-funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
