Reporting lines

The NPC  will report directly to the Director of CO-Kathmandu, work in close collaboration with SME Unit, Geneva, DWT/Delhi and CO-Kathmandu Officials particularly with the responsible Senior Programme Officer, other Sr. Programme Officers and Operations Officer to facilitate the highest technical integrity of both the projects’ outputs.

Description of Duties

  1. Coordinate and ensure timely implementation, monitoring and reporting of the both project activities.
  2. Support the development of market-based intervention models by brokering partnerships with the value chain actors for the implementation of livelihoods interventions and supervising consultants working with market actors
  3. Support the roll out and implementation of ILO’s Start and Improve Your Business (SIYB) program for forcibly displaced, migrants, and their hosting communities.
  4. Undertake missions on behalf of the office to implement project activities, including value chain development interventions and provide training support with a focus on entrepreneurship.
  5. Generate knowledge products out of the projects’ results, lessons, and successes, and disseminate in international fora and inside the ILO.
  6. Participate in coordination meetings of the project on  Strengthening government capacity to ensure safe, orderly, and regular Migration (GCM) with other UN agencies
  7. Work in close collaboration with (partners) to design and revise project annual work plans as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners.
  8. Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
  9. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
  10. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
  11. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.
  12. Perform other duties as may be assigned by the Country Director.

Required qualifications

Education

First level university degree in economics, public policies, development studies or law, with demonstrate knowledge and expertise in the relevant technical field.

Experience

At least two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Previous work experience in value chain development, private sector development, and forcibly displaced livelihoods areas would be an advantage.

Technical requirements: Good knowledge of labour economics as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process.

Languages

Excellent knowledge of  English and Nepali languages, both written and spoke, with ability to edit academic level writing.

  • Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills
  • Good ability to interpret project information and to identify and analyze problems with implementation
