Background

The Shelter and Settlements (S&S) Core Competency (CC) is one of six technical CCs at NRC. This regional Shelter and Settlements (S&S) role is expected to operate as a technical support for NRC Country Offices (COs) in the Middle East (MERO) and Asia andLatin America regions (ALAR). This role is part of the regional programme unit and managed by one of the Regional Programme Directors/ Regional Head of Core Competency Unit, responsible for the strategic development of NRC programming in their regions through maximizing the support to and the development of Country Offices as well as by exploring and creating synergies among COs.

The role is funded through the Country Office Technical Support Fund (CTSF), positions under this fund aim to ensure that capacity is available in a tier system prioritizing COs with higher needs of technical support, yet, it will have a wider scope / geographic coverage with an overlap across two regions and facilitating the exchange of resources and lessons learned at a global level.

The role is expected to work closely with the NRC Shelter & Settlements Global Lead, to further NRC’s ambition and capacity in the CC.

What you will bring: 

Policy and strategy and programme development 15%

  1. Contribute to the development of country/regional core competence strategy and planning processes.
  2. Contribute to the strategic focus, articulation and implementation of Shelter & Settlements programmes supporting Country Strategy objectives.

Technical development, support and capacity building 60%

  1. Responsible for providing strategic advice and technical support on relevant core competency or cross-cutting issues across Country and Regional Offices.
  2. Contribute to recruitment of t most senior CO S&S positions.
  3. Contribute to the capacity development within the Shelter & Settlement’s CoP including providing an onboarding introduction to key staff in COs or ROs.

Quality standards, data analysis and M&E 15%

  1. Contribute to the analysis, strategic use and dissemination of S&S learning from the country programs including the sharing of best practices, resources and tools ensuring coherence, efficiency and effectiveness of the operation.
  2. Responsible for the exchange (and crosspollination) of technical resources and lessons learned.

Networking, representation and relationships 10%

  1.  Contribute to the participation of the core competency in country level clusters and representation in various fora as relevant, and when requested.
  2. Contribute to the identification, prioritization, development, and documentation of country advocacy issues related to Shelter and Settlements.
  3. Respond to questions in relation to the core competency from Country Offices (COs) or Regional Offices (ROs) and provide considered, researched and timely support.
  4. Support the COs to ensure the teams have access to appropriate project implementation tools and relevant technical guidance.
  5. Assess COs capacity on key technical disciplines and subjects and design bespoke and/or adapt existing training, to support delivery of the NRC Global S&S Strategy
  6. Select, organise, and present key resources responding to emerging humanitarian trends supporting our CoP to deliver on our global NRC Strategy and Global S&S strategy and aligned with discussions at the global level

What you will bring: 

  • Minimum 5 years of relevant Manager/ Specialist/Adviser experience in Shelter & Settlements (S&S) sector
  • Professional and documented knowledge in S&S
  • Extensive experience from working in complex and volatile contexts
  • Experience of strategic approaches to programme development
  • Experience of programme development and delivery
  • Commitment to programme quality
  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
  • Understanding of and commitment to organisational learning, and the role and contribution of M&E to quality management and development
  • Understanding of and commitment to integrated programming approaches
  • Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building
  • Experience with engaging with key humanitarian stakeholders
  • Able to represent organisation at a strategic level and contribute to global policy development
  • Fluency in English and Spanish, both written and verbal. Knowledge of Arabic an asset.
  • Knowledge of the Middle Eastern, Asian, and Latin American countries will be an asset
  • Experience and skill set in any of the following areas are desirable: S&S in schools, hygiene promotion and public health, market-based approaches to S&S, inclusive programming in S&S, climate change related to S&S programmes.
