Job Purpose :

Under the Asset Management team, the officer will act as general accountant in doing both Treasury and Property and Assets functions. This position will also assume responsibility for the protection and safeguarding of Institute-owned assets from possible losses, and ascertain that receipts and subsequent movements of property, plant and equipment are properly recorded, documented and fully accounted for.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities :

  • Record and monitor project assets to ensure completeness of record;
  • Establish property accountabilities of Nationally Recruited Staff and Country Office staff by registration in One Corporate System (OCS);
  • Provide assistance to Country Offices with their Fixed Assets transactions affecting asset movements
  • Ensure effective Finance records management;
  • Participate in the year-end closing of book by ensuring that all legitimate transactions are properly recorded and that the financial report is finalized;
  • Serve as Cashier in charge of over-the-counter disbursements and receipts;
  • Analyze cash transactions in all phases of cashiering operations so that appropriate journal entries for recording and adjustments are properly taken up in the books;
  • Regularly communicate with NRS and various units on all matters affecting their IRRI assigned properties;
  • Coordinate with different regarding units regarding asset inventories, disposal, transfer and bidding;
  • Coordinate with internal and external auditors during interim and annual by providing schedules and required supporting documents and to provide response to auditor’s inquiries;
  • Communicate with external and internal clients on issues concerning payments/remittances, as well as receipts;
  • Tag newly acquired assets for recording and property accountability;
  • Conduct QR retagging and inventory of IRRI properties through physical count and inspection to ascertain completeness of records and update property accountabilities;
  • Regularly communicate with NRS and various units on all matters affecting their IRRI assigned properties;
  • Coordinate with different units regarding asset inventories, disposal, transfer and bidding;
  • Collaborate with internal and external auditors during interim and annual audit by providing schedules and required supporting documents and to provide response to auditor’s inquiries;
  • Maintain Fixed Assets System to record all movements of project assets by updating records of addition and deletions of fixed asset;
  • Analyze and prepare monthly schedules of fixed assets to monitor movements of project assets and non-capitalizable and depreciation expenses incurred by analyzing and summarizing transactions such as acquisition, transfers, deletions and accumulated depreciation;
  • Prepare summary of Assets additions and deletions reports as required by stakeholders;
  • Update property accountabilities of resigning Nationally Recruited Staff through updating the One Corporate System to ensure that assets are properly accounted for and clear resigning staff of any accountabilities;
  • Prepare and submit the inventory reconciliation following the physical count and coordinates the immediate resolution of discrepancies with concerned units;
  • Accounts analysis and preparation of journal entries; month-end and year-end closing activities;
  • Assist internal and external auditors by answering their queries and providing supporting documents in the course of their audit;
  • Identify continuous improvement opportunities in Property and Assets related processes and activities;
  • Release cash disbursements and receive collections in accordance with policies and procedures;
  • Issue corresponding disbursement vouchers and collections receipts;
  • Record disbursements and receipts in the Institute’s books through the financial system;
  • Prepare daily cash transfer reports;
  • Generate and review daily disbursements and collections reports vis-à-vis transactions of the day;
  • Perform end-of-day cash count of funds received vis-a-vis remaining funds and supporting documents;
  • Maintain a record/file of all Cashier’s transactions for future references.

Qualifications :

  • Bachelor degrees in Accounting preferably CPA;
  • At least 3 years of experience in Accounting, work experience in accounting, audits, cash management, financial management, budgeting, taxing or related field.
