Purpose:

The Wildlife Conservation Society is seeking a dynamic, hard-working, calm, creative and experienced Head of Logistics and Works to oversee and provide leadership on the smooth running of procurement, logistics, fleet management (including aircraft, vehicles, motobikes and boats), stores and supply, works (including infrastructure development), telecommunications and internet connectivity, and the domestic arrangements for the Okapi Wildlife Reserve.  The Head of Logistics and Works will work with and continue to build the reserve’s Logistics & Works Department.  S/he will report directly to the Head of Programs and s/he will provide regular updates to the OWR Management Unit (RMU) – that is chaired by the Reserve’s Director and that is the executive body in charge of all day-to-day management activities and personnel in the OWR.

The position is based full time on-site at the OWR headquarters in Epulu, Ituri Province.  Candidates will need to clearly demonstrate they have the necessary experience and leadership skills with which to manage such a large and complex logistical operation.

 

Responsibilities

  • Ensure that all work complies with OWR Social and Environmental Standards;
  • Work with the reserve leadership, technical managers and teams to ensure that their procurement, logistics, transport, communications, infrastructure and domestic needs are accurately budgeting, fulfilled and serviced ;
  • Provide leadership over the people carrying out procurement, logistics, stores and supply, works, infrastructure development and the team of domestic workers that provide services to various people in the reserve ;
  • Ensure all purchasing and procurement for the OWR comply with Standard Operating Procedures and Policies (WCS and donors) ;
  • Supervise quarterly procurement plans, and the implementation of management and inventory systems for stores of equipment and consumables (food, spare parts, office supplies and fuel) ;
  • Supervise all construction projects ;
  • Develop and put in place a system of waste management – starting with the reserve waste and eventually moving to the different villages through the reserve (piloting systems with Epulu) ;
  • Coordinate and approve all transportation, movements and use of fleet by OWR personnel, partners and visitors, in accordance with security protocols ;
  • Oversee maintenance and management of the airstrip, roads and access points and all other infrastructure ;
  • Oversee the maintenance and management of all vehicles and generators, and supervise the OWR garage to ensure that it functions as an appropriate workshop to service and maintain all vehicles, generators, and other mechanical and electrical equipment;
  • Ensure the adequate supply of drinking and other water at the OWR HQ, the accommodation areas, and Forward Operating Bases (FOBs) and patrol posts ;
  • Ensure the timely delivery, quality and nutritional levels of rations and food ;
  • Ensure all internet and communications system (VSAT, HF, VHF, satellite, and GPS tracking and emergency communication devices) are functional at all times and used in accordance with established procedures and policies;
  • Ensure all insurance, permits, licences and authorisations for aviation, transport systems and telecommunications are up to date ;
  • Oversee any importation of OWR equipment into the DRC in coordination with the WCS office in Kinshasa, ensuring that necessary custom exemptions are obtained
  • Oversee the management, maintenance and supplies of the OWR dispensary;
  • Oversee the team of domestic and grounds staff – including cooks, cleaners and gardeners, ensuring that they fulfil their tasks and requirements;
  • Oversee, supervise, evaluate, train and mentor, and manage the Logistics, , Supplies & Stores, Works and Domestics Units such that they fulfil the requirements of these important units within the reserve’s functioning ;
  • Develop and disseminate procedures and policies as necessary, and as agreed with the Head of Programs and Reserve Director, on the utilisation of mechanical, electrical and IT equipment and infrastructure ;
  • Prepare and participate in the reporting cycles as necessary and as directed by the Head of Programs and Reserve Director ;
  • Participate in weekly RMU meetings with the Reserve Director.

 

Expériences / Formation

  • At least 10 years of experience in construction, fleet management, supply and logistics in the remote, challenging, multi-cultural places of the world ;
  • Excellent organizational skills with a practical, positive can-do attitude to work and team management; proven ability and skills to work with their hands; a drive to get things done;
  • Proven experience of working with international organizations or private sector, with standard, rigorous procurement policies;
  • Good IT skills with experience using inventory, supply and procurement software systems a significant advantage;
  • Excellent written and oral communications ;
  • Fluency in French and English – with Swahili as additional bonus.
