Project Overview and Role:

The Social Protection Technical Assistance Facility (SPTAF) is a DFID-funded £12m, four-year programme, which seeks to improve the effectiveness of DFID, governments’ and partners’ investments in gender-responsive social protection and social protection approaches in crises.  The Facility will be delivered through a core team managing two windows:
Better Assistance in Crisis (BASIC) Technical Assistance Services, supporting greater use of social protection approaches in crises
Gender-responsive Social Protection (GSP) Technical Assistance Services, enhancing gender-responsive social protection.

The Facility will provide a flexible package of support to DFID, governments’ and partners’ activities at national, regional and international levels.  This support will include a mixture of assignments responding to demand from DFID (and governments and partners) and core services and will aim to:

  • Improve the design, implementation, monitoring and evaluation of social protection and humanitarian programmes and systems through targeted, demand-led technical assistance to DFID country teams, governments and partners
  • Build capacity of DFID staff, governments and partner organisations to design,implement, monitor andevaluate, and advocate for more effective use of social protection approaches in crises and gender-responsive social protection through, for example, developing guidance, evidence briefs, a learning series
  • Support national, regional and international policy development and coordination through provision of thought leadership, for example producing policy briefs, inputting into international processes, standards and mechanisms.

Responsibilities

Overall Programme and Contract Management

  • Responsible for delivery of overall contract with DFID, including leading core team, consortium partners and systems to deliver the Technical Assistance Facility
  • Lead on compliance with payment key performance indicators for delivery of core services
  • Responsible for delivering client reporting requirements, including leading the narrative reporting and overseeing monthly financial reporting
  • Support core team in designing and delivering a strategy for maintaining and expanding a roster of expert social protection consultants to deliver technical assistance assignments
  • Identify, develop and maintain relationships with stakeholders within DFID, government and donor partner networks to help generate awareness of the Facility and its learning products
  • Steer the overall technical and strategic direction of the programme

Knowledge Management and Learning

  • Develop strategy for knowledge management, learning and dissemination within the Facility
  • Lead communications strategy for the programme to share social protection approaches and lessons learnt from assignments within relevant social protection networks and communities of practice
  • Oversee research synthesis products and lead dissemination strategy

People Management

  • People management for small programme team, including direct line management, development of performance management systems and HR oversight for the programme
  • Line manage two embedded DFID project staff

 

Required Qualifications:

  • Proven experience in a leadership role, including extensive experience managing teams for donor-funded projects, and demonstrable ability to motivate and lead a small core team
  • Robust understanding of social protection policy and programming, with a proven track record in designing, leading and/or implementing social protection programmes internationally.
  • Excellent networking and relationship-building skills and experience convening multi-stakeholder groups comprising government and non-governmental actors
  • Proven ability to manage partners, building strong and positive working relationships within a consortium
  • Experience designing and delivering on knowledge management, learning and dissemination strategies.
  • A strong background and understanding in delivering gender and socially inclusive programming
  • Experience working with the UK Government, particularly the Department for International Development

 

Desirable requirements

  • Specific experience in social protection in crises and/or gender-responsive social protection
  • Track record in communication and policy influencing
  • Knowledge and experience with other key donors, including UN, World Bank
