Job Overview:

Reporting directly to the MEAL coordinator and in partnership with the senior Nexus coordinator, the MEAL and client safeguarding manager will be responsible for the overall design and implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework. They will ensure that all aspects of the project’s MEAL systems are successfully achieved in accordance with the Nexus project donor requirements. More specifically, the MEAL manager will be responsible for designing and implementing effective and efficient monitoring systems for the project by working closely with the partners’ MEAL focal persons, as well as IRC regional and HQ measurement and Airbel teams.

RESPONSIBILITIES:

Monitoring, Evaluation and Reporting

  • Develop centralized monitoring system including e-tools and templates, standards, and approaches for project partner members to enable timely and systematic data collection, Management, and reporting.
  • Cooperate with Partner MEAL officers to guide them on project monitoring priorities and provide necessary support accordingly.
  • Provide overall technical direction and oversight to program team in different areas for smooth implementation of the project.
  • Ensure the project implementation process is of high quality and in accordance with the donor requirement.
  • Contribute and consolidate project reports while ensuring the timely and quality submission of
  • reports to the senior Nexus coordinator and project coordinators for BMZ/GFFO.
  • Support the Project M&E activities and take lead in conducting project resilience measurement including baseline, seasonal surveys, Mid-term evaluation, Post distribution Monitoring, KAP surveys and research studies.
  • Ensure timely collection of accurate and high-quality data to support project reporting and measurement of achievements.
  • Validate the quality of collected data sample analysis and take corrective measures to ensure accuracy and validity of program data.
  • Perform regular field visits to ensure the quality of project data collection to verify the accuracy of reported data.
  • Create and maintain a central project database system kept for the project data and accessed by relevant Partner members for easy retrieval of project data.
  • Participate in the development of templates and guidelines for data gathering, collation and reporting in liaison with GFFO/BMZ project teams.

Accountability & Client Safeguarding (GEDI)

  • In collaboration with Senior Accountability Officer and regional client responsiveness specialist establish a fully functioning Feedback and Accountability Mechanism-FAM for the project.
  • Build the capacity of the project partner members to effectively manage and handle community feedback.
  • Working with project partners members MEAL team, develop awareness raising and community capacity building strategy to strengthen community’s understanding and use of the existing Feedback mechanisms.
  • Upgrade and improve the current Feedback and Response Mechanism by depending on a participatory approach with different stakeholders including the clients with specific consideration for women, girls, children, and people with disabilities.
  • Manage the best practice guidance for handling clients’ feedback with particular attention for reporting and responding to allegations of abuse & exploitation, including sensitive complaints.
  • Enhance the clients’ knowledge over the IRC’s nexus project, expected staff behaviors and the feedback channels, explain to our clients how their feedback was taken into account within the time agreed, with particular attention to be paid to how IRC/partners communicate this with women and girls.
  • Manage different reactive and proactive clients’ feedback channels with particular attention is paid to the ability of women, girls, children, and people with disabilities to use the available channels!
  • Strengthen and systemize the clients’ Participation in improving and developing different programmatic angles by using the Feedback and response data with high attention to women, girls, children, and people with disabilities.
  • Prepare monthly feedback report detailing the effectiveness of the client feedback system in terms of receiving community feedback and provision of relevant response to the community and share it with the management team for decision making.

Learning and knowledge management

  • Support learning initiatives through contributing content development, document success stories and human-interest experiences, lessons learnt, best practices and communicating project impact and outcome in relevant forums.
  • Strategically disseminate findings, knowledge, and guidance through various avenues, including but not limited to communities of practice, virtual or on-site workshops, conferences, and webinars etc.
  • Identify creative and innovative ways to increase collaboration, learning and project efficiency.

Work with project team from all the partner members as appropriate to ensure that there is good coordination and quality assurance on all assessments, knowledge management, program reviews and evaluations.

Internal: Project Senior Coordinators/Managers, officers and for GFFO/BMZ.

External:Partner staff (mainly GREDO, SSWC and Zamzam foundation); Clients, supervise external consultants in partnership with technical coordinators (if relevant).

REQUIREMENTS

MEAL Manager must have:

  • A University degree in a relevant field (such as: statistics & data management, social science, public health, development economics, or a related subject area) – a technical degree together with additional relevant work experience may substitute for education.
  • A Minimum 5 years of working experience in Monitoring, Evaluation, Accountability and Learning-related functions.
  • Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
  • Demonstrable experience and competencies in research, monitoring and evaluation combined with good technical knowledge in data processing and management.
  • Previous successful experience with Nexus projects will be an added advantage.
  • Proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS, STATA, or other similar software. Knowledge of Tableau, PowerBI, or GIS software tools are additional assets.
  • Demonstrated analytical, systematic-thinking, and problem-solving skills.
  • A strong understanding of accountability and proven ability to build Client Feedback Systems.
  • Willingness to travel to various field-level offices (70%).
  • Language (Fluent in English and Somali).
