Description

This is an exciting time in the history of the organisation as we deliver upon our new strategic plan 2021-2025 ‘Local Power, Global Justice’.

Trócaire Sudan has recently grown in the funding portfolio and in response to the current conflict, there has been a growing need in support of the health programme. The role of the health Officer is to work jointly with the Health & Nutrition Coordinator in enhancing efficiency and effective implementation of Trocaire’s integrated health and nutrition programme.

Reporting to the Health and Nutrition Coordinator, this is a Fixed Term contract of One Year.

1. Programme Development and Management

  • Provision of health technical support and expertise to both Secretariat of Health (SoH) Health Care Workers and to partners’ health team to ensure all national guidelines, protocols and policies are adhered to in all project areas and in line with acceptable SPHERE standards.
  • Ensure health programmes adapt standardized protocols, policies, and guidelines according to the SoH and WHO and that relevant staff are trained in and conversant in the same.
  • Ensure provision of good quality community health services in villages in South Kordofan and Blue Nile.
  • Encourage community participation in health activities to ensure long term ownership and programme effectiveness.
  • Anticipate changing needs and engage in development of emergency preparedness plans, including disease surveillance and contingency planning.
  • Support the Health and Nutrition Coordinator in negotiating new or changed project activities with local health/community authorities and donors.
  • Support partners to develop and manage costed work plans to ensure that project activities are well-planned, closely followed up and reviewed on quarterly basis in close coordination with SoH.
  • Support partners in proper management of project supplies (e.g medicines, medical supplies, vaccines, and other supplies) both at warehouses and at health facilities ensuring accurate documentation on delivery and utilization. This will include timely preparation of distribution plans in close coordination with SoH and ensure no stock out at HFs.
  • In collaboration with Health/Nutrition Coordinator, support partner’s field staff in use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement tracking matrices/plans, etc.
  • Support partners in development of success stories, case studies and human-interest stories for wider circulation.
  • Monitor the health and humanitarian situation in the programme area and propose appropriate action in collaboration with the Health & Nutrition Coordinator.
  • Support partner and SoH in undertaking community and health facility needs assessments as necessary to inform any new intervention.
  • Participate and provide timely and quality inputs to project design and funding proposals, including writing of technical narrative content, developing log frames, and budgeting computations.
  • Support partner in timely preparation and submission of high quality monthly, quarterly, and bi-annual reports (both internal and external) for all active health/nutrition projects and any other report as requested/required and in accordance with appropriate guidelines.
  • Jointly work with partners and SoH in preparation and actualization of Joint Supportive Supervisor and monitoring activities in all targeted health facilities / project locations to ensure quality in programme implementation and offer technical guidance where needed.
  • In coordination with the Health and Nutrition Coordinator and the MEAL Officer analyse routine data and prepare timely programme reports that reflect both donor requirements and Trocaire internal system.
  • In close collaboration with MEAL Officer (Trocaire and Partner), actively participate in preparation and execution of project MEAL plans for each health/nutrition project and regular review.
  • Prepare information for and write timely and accurate reports with appropriate data presentation and contextual analysis in collaboration with the Health & Nutrition Coordinator, reflecting progress against set objectives and newly defined needs and challenges.
  • Support partner in timely submission of activity reports and other project documents and Means of Verifications to Trocaire for our review and keep for easy preparation of internal and donor/external reports.
  • Support the health/nutrition coordinator to conduct regular project review meetings with partner staff to assess the level of achievement of project targets for the various health projects.
  • Actively represent the organization at health coordination meetings as well as other relevant forums or meetings/workshops which are relevant to the project.
  • Serve as a liaison with local health authorities both at regional and at County level on matters related to the project to ensure programmatic accountability.
  • Ensure maximum visibility of the agency amongst the NGO community in South Kordofan and Blue Nile States.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values and standpoint with regard to internal and external actors.
  • Participate and support in the partners health staff capacity strengthening plans (mentoring, on-the-job sessions as well as formal trainings) for effective and quality implementation of health projects.
  • Support partners in selection and training of health care workers and Community Health Volunteers in consultation with local health authorities (SoH).
  • Ensure professional development for health care workers through assessment of training needs and capacity sharing activities to facilitate maximum use of their skills and full participation in primary health activities.
  • Maintain open lines of communications with all partner staff.

Requirements

Person Specification – The ideal person will have.

(E) Qualification

  • A bachelor’s degree in medicine, nursing, public health, or other equivalent qualification.
  • At least three years’ clinical experience and health programming in an international or national NGO.
  • At least one-year experience working in primary health services and community health interventions.
  • Experience/knowledge of SoH systems, particularly at the regional and county level.
  • Knowledge/experience of the challenges of working with and through local partners.
  • Familiarity with/experience in the public health approach.
  • Possess excellent judgment and reliability.
  • Strong attention to detail.
  • Possess excellent oral and written communication skills
  • Ability to engage with various funding actors in a respectful and intelligent manner
  • Ability to work under deadlines in a fast-paced and collaborative environment,
  • Be flexible and adaptable to changing circumstances and be willing to go the extra mile.
  • Organization and administrative skills
  • Computer competency in main Windows applications.
  • Written and spoken fluency in English.
  • Proficient in Arabic and English language
