Reporting lines: 

The incumbent will report to the Head of the Research and Evaluation Unit within FUNDAMENTALS and will be expected to work in close collaboration with other departments (e.g. STATISTICS, RESEARCH), as well as with colleagues working on TC projects in the field.

Description of Duties

The incumbent will assist the Head of the Research and Evaluation Unit and selected Project Managers (Senior Economists/Statisticians) in the effective implementation of projects. In particular, the incumbent will be engaged in projects on definitions of statistical standards in the areas of human trafficking and forced labour, as well as analytical projects on economic analyses related to forced labour issues. Time permitting, the incumbent will also engage in the child labour thematic areas as needed.

The incumbent is expected to perform a wide range of tasks, including, but not limited to:

  • Contribute to the design of surveys, through the development of questionnaires and/or revision of existing ones, to incorporate recent changes and developments, with corresponding analyses plans;
  • Assist in the organization of, and participate in, training sessions, meetings and seminars as resource person;
  • Participate in the development of statistical standards;
  • Conduct (micro) econometric analyses, with particular attention to gender dimensions;
  • Conducting literature reviews on selected topics;
  • Contribute to the drafting of technical papers;
  • Participate in advisory missions to support constituents in sex-disaggregate indicator calculations, data analysis and disseminations; and
  • Support project communications

Required qualifications

Education

A first level university degree (Bachelor’s or equivalent) in economics, statistics, survey methodology, demography or social sciences with strong emphasis on quantitative analyses, or related field with demonstrated expertise.

Experience

Three years of relevant professional experience in the fields of child labour and/or forced labour and/or labour/decent work statistics at national or international level.

Previous work or research experience in labour economics, development economics, child labour, forced labour, non-discrimination, freedom of association, labour statistics, or survey design (sampling or questionnaire design) is essential. Experience and/or knowledge of the literature on vulnerability and inclusion (e.g. related to gender issues) is an asset. Experience and/or knowledge on impact evaluations is an asset.

Experience in quantitative research is essential. Experience in qualitative research (e.g. NVivo) and/or data visualization (e.g., Tableau, R packages) would be an advantage.

Advanced knowledge and track record of using statistical packages (e.g., Stata, R) is essential.

Sound knowledge of ILO policies, administrative procedures, and practices as well as experience working with officials of Ministries of Labour and/or National Statistical Offices would be an advantage.

Languages

Excellent command of English. Fluency in French and/or Spanish is an advantage.

  • Excellent communication skills and ability to organise and summarise complex material and draft clear, concise, and high-quality documents.
  • Demonstrated ability to write clearly and quickly and to deal with highly technical subjects.
  • Solid organizational skills, as necessary to set up and contribute substantively to expert meetings
  • Ability to participate effectively in technical missions and multi-disciplinary teams;
    capacity to provide first-line technical advice in the area of specialisation;
  • Experience in distilling promising good practices;
  • Develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings;
  • Design and synthesize strategies for programme development
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
