Cadre organisationnel

This position is located in the Sustainable Energy Section within the Sustainable Energy Division of the United Nations Economic Commission for Europe (UNECE).

Responsabilités

Under the general supervision of the Director of the Sustainable Energy Division, and reporting to the Chief of Section, the incumbent is responsible for supporting the implementation of the programme of work of the Committee on Sustainable Energy and its subsidiary bodies and to carry out concrete, result-oriented activities that are to be developed and implemented with the active participation of UNECE member States, representatives from the energy, business, and financial sectors and civil society, international organizations, independent experts and academia.

Within delegated authority, the incumbent will carry out the following duties:

Economic or sector analysis:

• Supports the work of the Group of Experts on Cleaner Electricity Systems and the implementation of its work plan on the interplay of technologies, in particular carbon capture and storage;
• Leads work on carbon neutrality frameworks and applies results of energy systems modelling to the analysis of “net-zero carbon societies,” a project led by the Group of Experts on Cleaner Electricity Systems. Focus will be on outreach with member States and experts with a view to developing solid input on cleaner electricity and enhancing the implementation of renewable energy in the region. This comprises selected technical deep dives with a focus on Central Asia and the Caucasus and the Russian Federation;
• Monitors developments and trends in sustainable energy and identifies recurrent and emerging issues of concern to the organizations’ member States;
• Designs and conducts studies of selected issues in sustainable energy development and draft resulting reports;
• Attends international, regional, and national meetings to hold discussions with representatives of other institutions on energy modelling and energy efficiency;
• Organizes policy dialogues, expert group meetings, seminars, etc. on issues related to the implementation of projects on these topics;
• Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support:

• Provides substantive support on carbon neutrality, renewable gases, innovation, hydrogen, and possible policy pathways to the Committee on Sustainable Energy and its six subsidiary bodies;
• Represents the Sustainable Energy Division at international, regional and national meetings when required.

General:

• Participates in undertakings of broader concern to represent the views or interests of the organizational unit;
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Committee’s programme of work.

Work implies frequent interaction with the following:

Staff within the Division and across UNECE; counterparts in other UN, regional and global development organizations, the four sister Regional Commissions, senior officials in government, academia and research institutions.

Formation

Advanced university degree (Master’s degree or equivalent) in economics, environmental sciences, engineering or related field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

Knowledge on the tracking of the implementation of the 2030 Agenda on Sustainable Development and cleaner electricity is required.
A demonstrated ability to work across regions, in particular Caucasus, Central Asia, and the Russian Federation is required.
Experience in organizing and providing secretariat support to meetings for either intergovernmental organizations or the private sector is desirable.
At least one year of experience in the United Nations Common System is desirable. Demonstrated knowledge on energy modelling, development of tracking frameworks or adaptive policy pathways, and cleaner electricity is desirable.

Connaissances linguistiques

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable.

Evaluation of qualified candidates may include an assessment exercise (in-tray exercise) which may be followed by competency-based interview.

  • This temporary Job Opening is intended to fill functions of short-term duration. The effective date of the temporary appointment is 01 July 2020. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
    • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
    • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
    • This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
    • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.     • Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
