Cadre organisationnel

The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in the Conferences and Information Services Branch (CISB) of the Secretariat of the Basel, Rotterdam and Stockholm Convention (BRS), in Geneva. The BRS Secretariat is recognised as the lead and respected partner, on the global MEA governance and within the UN system, of the sound management of hazardous chemicals and wastes, in view of protecting human health and the environment from the adverse effects of hazardous chemicals and wastes, at the global, regional and national level. The Conferences and Information Services Branch is responsible for the provision of conference services, information technology, knowledge management, public awareness and outreach and media relations. Ensuring access to information and facilitating information exchange amongst stakeholders is also the responsibility of the branch. This is accomplished by collecting, processing and repackaging information and producing information products for dissemination to different target audiences. As a cross cutting activity, it is done jointly with other branches of the Secretariat and includes the development and maintenance of the joint clearing-house mechanism, the conventions’ websites and associated information systems and databases as well as establishing information exchange partnerships and collaboration programmes with Parties, regional centres and other UN bodies and relevant institutions.
The Associate Information Management Officer will report to the Information Systems Officer leading the Knowledge Management unit.

Responsabilités

Within delegated authority, the Associate Information Management Officer will be responsible for the following duties:

•Provides electronic record keeping support and advice to records-creating offices by advising on electronic record keeping system standards and compliance; oversees the digital records accessioning process; provides training in the use of metadata standards for the capture, maintenance and accessioning of digital archives; and manages system upgrades and migration for digital archives databases.
•Supervises and undertakes records accession and disposition functions, including records appraisal, by liaising with records-creating offices on the transfer and/or disposal of records and analysing and evaluating records for evidential and informational value in support of records appraisal.
•Supervises and undertakes archival processing activities by producing descriptive inventories; prepares mark-up of inventories for electronic dissemination; and monitors adherence to description, database and preservation standards.
•Performs and supervises reference functions by advising internal and external users on holdings and accessibility and assisting in the administration of access and declassification activities.
•Develops, maintains, upgrades or enhances existing information management systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems; and ensures appropriate data security and access controls considering both local and wide area issues.
•Supervises General Service staff relating to functions cited above.
•Performs other related duties, as required.

Formation

A first-level university degree (i.e., Bachelor’s degree or an equivalent degree) in computer science, archival, information science, information systems, social science or related field. (Candidates for this position must have passed the United Nations National Competitive Recruitment Examination (NCRE) or the G to P Examination. No examination is required for candidates in peacekeeping missions.)

Expérience professionnelle

A minimum of two years of progressively responsible experience, of which one year is at the international level in information technology, modern archives management, record keeping, library, information management or related area is required.
Significant experience in providing reliable data management and records keeping services, as well as in maintaining and administering Microsoft based knowledge and information management systems for an institution (e.g., organization, company) is required.
Proven track record in engaging with external partners and institutions to collect and re-package information is required.
Some knowledge of the roles and tasks of the Multilateral Environment Agreement Secretariats, as well as knowledge of global environmental issues, in particular in the field of plastic wastes management, is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
