Solidarites International (SI) has been working in Syria since 2012. The mission counts about 250 national staff, more than 45 expatriates, and has a 27 million EUR budget forecasted for 2021. There are 3 mains implementing offices in Syria (2 in North East + 1 sub office, 1 in North West + 1 sub-office) with the coordination office in Amman and a liaison office in Erbil.
The mission has been expanded in 2018-2019 through a major consortium with 4 partners led by SI. The consortium will support equitable and safe access to essential basic services including WASH, Shelter and Health, for the most vulnerable populations affected by conflict and displacement in Northeast Syria. Syria mission is also leading several other consortia with WASH, health and education partners in NWS and NES.
Syria mission is dedicated to work in areas recently opened and in challenging contexts. A turn from lifesaving activities to more post-emergency/development has also been undertaken.
Syria mission is dedicated to work on 2 main challenging areas: Northeast (NES) and Northwest (NWS) Syria to provide lifesaving activities to the population affected by the conflict.
The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict.
In the Amuda/Hassake base, the main current activities are related to :
- Wash (water distribution and rehabilitation, latrines and showers, waste management, hygiene promotion) in IDP settlements
- Distribution of essential in kind NFI and cash (wash, shelter, winterization) for vulnerable populations.
- The program includes as well a great part of more “durable” activities as Water stations and network rehabilitations ; institutional rehabilitations (hospitals, schools).
Additionally, SI has a contingency and capacity to respond to emergencies in all NES and has been responding to the COVID-19 crisis (some specifically dedicated grants are ongoing).
There are currently 9 expatriates and 82 national employees on the base
General objective:
The WASH Program Manager is responsible for carrying out the emergency WASH Program comprised of water supply, hygiene promotion sessions, sanitary infrastructure rehabilitation, as well as waste management.
He is responsible for implementing and achieving the objectives defined in the operation proposals.
He is responsible for overseeing operational teams assigned to the program.
He guarantees the good performance and the quality of the program(s) activities implemented, and, where appropriate, proposes adjustments or developments to ensure relevance.
The main challenges:
- Complex environment with volatile security situation and with limited operational visibility;
- Complex context of intervention, partially remote (but still within NES) due to the Covid 19 situation;
- Serious water crisis due to the shutdown of the primary water source of Hassakeh, low levels of participation last winter leading to low aquifer recharge, as well as low water levels in the Euphrates River due to Turkish actions;
- Major depreciation in the value of the Syrian pound in the last year that has diminished purchasing power and exhausted savings.
Priorities for the 2/3 first months:
- Clarify precise locations to be targeted under the new Phase III and coordinate with other humanitarian actors in the area through the NES WASH Working Group;
- Start the implementation of the activities under the first 6 months of LEARN Phase III;
- Deal with the day to day emergency activities while managing to support the development of a long term solution to the water crisis with the NGO WaSH partners.
Responsibilities and main activities:
- Water network and/or potential borehole rehabilitation in villages;
- Sewer system / network rehabilitation;
- Rehabilitation / construction of latrines and handwashing facilities in Collective Centers (these are schools occupied by IDPs);
- Hygiene promotion activities;
- Distribution of water storage tanks in Collective Centers;
- Monthly clean up campaigns organized in conjunction with local authorities;
- Short term emergency water trucking intervention;
- Hygiene items will be the responsibility of the Distribution PM, but close coordination is required with Wash PM to include hygiene promotion messaging and a coordinated approach between teams;
- In the final 12 months of the grant Solid waste Management activities are included.
Management:
- Position under hierarchical supervision of the Field Coordinator;
- The candidate will manage a team of 15 staff in implementing projects across Hassake Governorate. Ability to work in the field and understand the details of day to day operation is probably a key to keep the team together and handle the diversity and numerous activities;
- Capacity building skills will be necessary to strengthen the team.
Expériences / Formation
Specific skills and experience:
Education:
- Post-graduate degree in WASH related sectors (Water, Sanitation, Hygiene).
Experience:
- A minimum of 3 years of field experience in emergency WaSH programs;
- Previous experience in managing local team is necessary;
- Proven experience in Wash engineering;
- Aptitude and experience for hygiene promotion;
- Experience and willingness to work with partners (local, international, consortium, working groups);
- Previous experience in complex and instable areas would probably greatly facilitate the success of the mission;
- Previous experience in the Syrian response is appreciated.
Skills:
- Formal training and qualifications in WaSH;
- Successful previous experience in WASH programs;
- Skilled management and ability to train, develop and support staffs;
- Ability to operate safely and effectively in a security sensitive environment;
- Capacity in conducting assessments and writing-up findings.
Language:
- Fluent English (written, spoken and read);
- Knowledge of Arabic is an asset.
Salaire
A salaried post: According to experience, starting from 1980 euros gross per month (1800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 700 USD
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by Solidarités).
To these break periods, it is necessary to add the granting of 1 additional rest day per month worked > i.e. 12 days in addition for a 1-year contract.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living conditions:
Amuda:
Amuda is a village located 2km away from the Turkish border. It is peaceful and expats are free to move around though activities aren’t plenty. A couple of restaurants (no bars) exists and some other NGOs are present (HI, IMMAP, MDM) but with Covid19 challenges until now, expat presence has been reduced. Week-end activities rely mainly in visits to the market & barbecues as “touristic” opportunities are quite reduced.
The field expatriate team is based in Amuda in Hasakeh Governorate where the main office is. The sub-base of Hassake is currently scaling up and temporary stay over may be considered in the future to ease transportation. Hassake is 1h15 away from Amuda. In the meantime, numerous movements to Hassake are required to be close to the team and the field.
Conditions in the Guesthouses (4 currently in Amuda, with capacity of taking 3-4 expats max each) are good: individual rooms all with ACs and satisfactory internet (streaming possible) and electricity (independent generator).
Erbil:
Over the last year due to covid restrictions and challenges (some quarantine in particular), expats have been spending more time in Erbil. However, with activities essentially returned to normal and cross-border system streamlined, it is expected to spend 10-14 days there upon arrival (to do the residency process + quarantine).
Expats live in a fully equipped guesthouses in Erbil. It is possible to walk around the neighborhood and there are many shops and restaurants. There are parks in the city where you can walk or go running, and many malls and shops which sell a very large variety of goods.
Expats can face street or taxi driver harassment. It is recommended that expats do not walk alone late at night or take unknown taxis on their own.
Security:
Security inside NES is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context. Tal Tamer sub district remains an area located next to frontlines between SDF and Turkish forces. Areas of Hassake city itself are off limits but it is possible to visit the office each workday, inside Hassake city.
All of this impact significantly the operations. However, the impact on the life in Amuda itself is quite limited (freedom to walk in all the village for example, no curfew).
