Context :

IOM is responding to a multitude of emergencies throughout the country. In northern Chad specifically the mission is responding to continuous migration flows to and from Libya and the gold mining areas, trafficking, instability and different conflict dynamics.

Currently IOM is implementing an initiative funded by Germany in support of stabilization dynamics, focused on community processes, dialogue and ID card management. Additionally, the mission will be implementing a peacebuilding initiative in support of community-based resource management surrounding the gold mines.

Under the overall supervision of the Chief of Mission, direct supervision of the Head of the unit, and in direct support of the German funded “Balke” project located in the Emergency and Transition Unit, and in close collaboration with other project teams operating in the wider northern region, the successful candidate will:

Core Functions / Responsibilities :

  1. Provide daily support to the project implementation of the Balke project in form of provision of administrative support to the project management based in Faya in the office in the capital. This includes but is not limited to the provision of support to follow up on procurement and financial process with the respective support units of the mission ;
  2. Support the Project Manager in establishing and maintaining a monitoring and evaluation system, that enables a constant adjustment of the project as contextually required. This may include the conducting of data collection exercises, drafting of analytical reports and developing own ideas for project adjustment in line with findings of the monitoring exercises ;
  3. Proactively support the Unit Manager in ensuring adherence to the workplan and reporting schedules of the project by ensuring a monitoring system of workplans and indicators and alerting the unit manager to potentially arising deadlines, identified shortcomings and missing data sets related to indicators ;
  4. Draft project reporting and monitoring reports and facilitate endorsement processes with the Unit Manager, Chief of Mission and Regional Office ;
  5. Conduct frequent field verification missions as delegated by the Project Manager ;
  6. Support communication and outreach activities as delegated by the Project Manager in the form of drafting of social media information posts or press notes in coordination with the mission’s communication officer. It may also entail provision of creative support to the development of radio or outreach campaigns that are implemented as part of the project ;
  7. Support the provision of press information and support the drafting of monthly security updates to the donor ;
  8. Contribute to project development and of the unit as may be required ;
  9. Conduct background research and compilation of information as may be required by the head of the unit for UN coordination processes (humanitarian response plan, global response plan etc.) ;
  10. Provide backstopping support to different project components as required by the Project Management ;
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in International Relations, Human Rights, Peace and Conflict Studies, Social Sciences, Agricultural Engineering or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience :

  • Significant experience in reporting with donor’s requirements ;
  • Significant experience with rural development, ideally in the field of productive asset managements ;
  • Experience in challenging hard-ship posts ;
  • Experience in mentoring and staff development ;
  • Significant experience in application of IOM rules and procedures, especially concerning administration and procurement ;
  • Experience with project development and donor liaison.

Languages : IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
