Department and Country Context :

The AFCW3 Country Management Unit (CMU) for Burkina Faso, Chad, Mali and Niger provides a range of financial, knowledge and convening services to help address the countries’ most complex development issues. The CMU covers staff in the four country offices (CO) supported by an Anchor team based at Headquarters in Washington DC and consisting of a Sr. Operations Officer (SOO) and a Senior Program Assistant. The Country Director (CD) is based in Bamako, together with an Operations Manager, a Senior Operations Officer, and three Program Leaders (PL), coordinating and overseeing the AFCW3 CMU. The Country Manager (CM) manages the day-to-day operations of the country program, with the assistance of an Operations Officer.

Chad is an low income country receiving financing from the International Development Association (IDA). With 42% of the population living below the national poverty line ($1.2/day), Chad is faced with a poverty challenge affecting women disproportionately. Chad is also currently the lowest in the world on the Human Capital Index (HCI) ranking. Like other AFCW3 countries, Chad is a member of the G5 Sahel and benefits from the strong support of the Sahel Alliance, an initiative launched in July 2017 by France, Germany and the European Union, with the World Bank Group, UNDP and African Development Bank as founding partners. With its long history of conflict and instability, Chad is officially classified as a FCV (fragility, conflict and violence) country. In light of its FCV challenges, Chad will benefit from a Prevention and Resilience Allocation (PRA) over the IDA19 cycle.

Bank assistance to Chad includes . analytics, studies and advisory (ASA) and lending services. Ongoing and planned major ASA products include: Poverty Assessment, Economics of gender, Risk and Resilience Assessment, and Improving learning outcomes.  The ongoing portfolio includes eight national projects and four regional projects spanning all Practice Groups AFCW3 manages a broad portfolio of projects and development policy financing across all four Practice Groups (Sustainable Development; Human Development; Infrastructure; and Equitable Growth, Finance and Institutions).  The Country Partnership Frameworks (CPF) for Chad ends in June 2020, and the successor CPF FY21-26  is scheduled for Board discussion in February 2021.

The key responsibilities of a country unit, of which the Operations Officer is a key member, include formulation and implementation of the country partnership strategy cycle, country relations and policy dialogue, work program and portfolio management, and promotion of country and global knowledge sharing.

The CMU’s goals are to ensure that the Bank’s programs are :

  1. Carried out in a client-responsive manner ;
  2. Relevant to the development challenges facing the country ;
  3. Realistic and feasible to implement while meeting the Bank’s quality standards, and
  4. Focused on achieving development results.

 

Duties and accountabilities :

The Operations Officer will work in close collaboration with the Country Manger (CM) for Chad, the Operations Manager (OM), and the other members of the CMU management and country teams on all aspects of the Chad work program to ensure strategic focus, integration and consistency across and within the portfolio.

More specifically (s)he will, under the overall supervision of the Country Manager :

  • Play a key role in the formulation and implementation of the Chad  Country Partnership Framework (including Performance/Completion and Learning Reviews – PLRs/CLRs), and assess sector and thematic issues in relationship with the broader country developments ;
  • Make substantive contributions to Chad country and sector strategies, lending and non-lending work programs ;
  • Analyze and monitor the delivery of AFMTD work program; and this will entail liaising with relevant members of AFCW3 management team, Global Practices (GPs), other Bank units and internal partners such as IFC, MIGA and IEG, as required ;
  • Take the lead on portfolio management, monitoring,  analysis and problem resolution; this will include managing the periodic working sessions with Government technical teams and project coordination units, country portfolio performance reviews (CPPRs), regular analysis of operational performance, quality and trends ;
  • Monitor and interpret political, social and economic developments; develop and maintain understanding of country socioeconomic and political conditions ;
  • Prepare briefing notes (e.g., for Spring and Annual Meetings, Sr. Management country visits,  etc.) and other internal complex reports; and draft and review operational correspondence ;
  • Help foster teamwork and cross-sectoral cooperation on program preparation and implementation, and contribute to country team meetings and activities ;
  • Assume a supervisory role of GA-GD staff (administrative and country services staff –ACS) ; this entails leadership in managing ACS work program and performance, ensuring delivery of high quality administrative and operational services,  and providing mentoring and coaching as needed.

 

Selection Criteria :

  • Masters in a relevant field (Economics, Business Studies, Political Science, Finance, International Relations, or similar filed relevant to the Bank’s mission.)  ;
  • Minimum of 5 years of relevant experience. Knowledge of Bank operational policies and business practices would be a plus ;
  • Proven ability to think strategically, and to apply this to the design and implementation of country assistance programs ;
  • Outstanding inter-personal skills with proven ability to work cooperatively with a multi-disciplinary country team, other groups throughout the Bank, and development partners ;
  • Demonstrated initiative, leadership skills and drive for results, including ability to undertake diverse tasks within a rapidly changing and demanding environment on short deadlines ;
  • Strong problem-solving skills and solutions-oriented attitude ;
  • Political sensitivity and mature judgment; and ability to focus on  the big picture, while not losing sight of details ;
  • Highly developed spoken and written communications skills; including the ability to draft concise briefs ,reports and correspondence ;
  • Language proficiency in French and English (speak, read and write).
