IOM :

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context :

The project “Community Stabilization through Durable Return Solutions, Governance and Livelihood Development in the Lake Chad Region” financed by the Korea International Cooperation Agency (KOICA) aims to address the lack of social cohesion in the wider Lake Region and strengthen overall community resilience to key drivers of fragility to support durable solutions, specifically targeting youth, women and former affiliates of armed groups.

The project will target 15 communities throughout the Lac, Kanem and Barh-El Gazel regions, namely implementing activities to :

  • Improve local governance through rehabilitation of infrastructure to improve access to basic services, conducting mobile registration campaigns, youth-centred activities and establishment of women’s groups ;
  • Increasing economic opportunities through implementing income generating activities and providing vocational/skills training ;
  • Providing psychosocial and mental health support through mobile health consultations and reinforcing local capacity to respond to gender-based violence.

Under the guidance and direct supervision of the Project Support Officer and under the overall supervision of the Project Manager of IOM, the Project assistant will be providing support to the implementation of the project by providing continuous programmatic supervision and support. In particular the incumbent will be responsible for the following tasks:

 

Core Functions / Responsibilities :

  1. Support the Project Support Officer in the management and implementation of day-to day field activities ;
  2. Collaborate with Project Support Officer to develop weekly workplans for Community Mobilizers ;
  3. Work closely with Community Mobilizers for the organization of all community activities (community consultations, youth activities, trainings etc.) ;
  4. Follow-up with Community Mobilizers on community proposed infrastructure rehabilitation projects, youth activities and trainings and provide propositions to Project Manager in a timely manner ;
  5. Ensure liaison with N’Djamena project staff to ensure payment of local vendors, office rent and procurement of relative office needs ;
  6. Support the logistical organization of birth registration campaigns, youth activities and trainings ;
  7. Monitor the implementation and progress of community-based infrastructure rehabilitation projects in collaboration with project engineers and community mobilizers ;
  8. Work closely with contracted partners to ensure sound implementation of activities ;
  9. Ensure full transparency of IOM rules and procedures in discussion with beneficiaries ;
  10. Provide continuous updates on project activities to local stakeholders ;
  11. Produce monthly project reports to Project Support Officer and/or Project manager ;
  12. Trouble shoot and ensure the timely reporting of challenges that may arise in the relationship between authorities, beneficiaries and other stakeholders ;
  13. Support incoming consultants with all organizational support as needed ;
  14. Maintain and foster positive working relationships with the local authorities, beneficiaries and other stakeholders ;
  15. Ensure the transparent organization of all project activities ;
  16. Strictly adhere to the principles of Do no Harm throughout the project implementation process ;
  17. Contribute to an atmosphere of cyclical programmatic redesign regarding transfer of assets and implicit ethical messages sent as part of the project implementation ;
  18. Any other such duties as may be assigned.

 

Required Qualifications and Experience :

Education : Completed Secondary Education. Additional studies in Social Studies, Political Science, Education, Sociology distinct advantage.

  1. Minimum 4 years of relevant experience ;
  2. Previous experience with UN and International Agencies, or NGOs an advantage ;
  3. Strong knowledge of computer applications, especially MS Word, Excel, Outlook and Access.

Languages

  • For this position, fluency in French is required ;
  • Knowledge of local languages spoken in the Lac, Kanem or Barh-El Gazel regions or English is an advantage.

Prior experience with implementation of high-participatory projects in sometimes difficult environments. Sound experience in documentation of own work, experience and willingness to work with diverse teams. Ability to identify challenges and be proactive. Prior experience working with the civil registry, youth engagement, psychosocial assistance or gender-based violence strongly desired.
