How can you make a difference?

Working closely with MoEYS to explore options for dealing with disaster management in education sector that include strengthening the capacity around policies and practical guidance pre-disaster, during disaster and post disaster with a standardized operational procedure that easily accessed by MoEYS and its relevant stakeholder. 

Work Assignments:

  • Collate results of reviews of existing policies and options for dealing with DRM. Conduct a review of any existing policies and procedures to deal with emergencies within Timor-Leste including reviewing the work done to date.
  • Conduct a desk review of options for dealing with DRM from international agencies including the Interagency Network for Education in Emergencies (INEE), UN agencies, and others. Conduct a review of available documentation (including grey literature where available) of ways in which other countries in the region e.g., Indonesia, Pacific Island countries deal with DRM.
  • Develop tool for data collection for consultations with key stakeholders. Having developed the tool, work closely with Plan International team to organize consultations with key stakeholders, with the Ministry both centrally and at municipality level, UN agencies and NGOs to examine attitudes towards future emergencies and their views of realistic options. Collate the responses from interviews with stakeholders and prepare a summary of key findings/recommendations.
  • Produce draft options for consideration by MoEYS in dealing with future emergencies in Education Sector with  consideration of gender and child protection and present options for feedback.
  • Plan and conduct a validation workshop on the draft options paper (- in country)
  • Based on suggestions from the validation workshop review and submit the final draft of the options paper for MoEYS to consider when drafting guidelines and policies in response to emergencies in the Education sector.  The options paper should be practical in nature and contain a short summary of possible ways forward with timelines (in-country)

Deliverables:

  • A summary report of the main findings from the preliminary review of existing work (2 days)
  • Report of desk review (10 days)
  • Tools for use in consultations notes of meetings and preliminary summary of findings/recommendations (15 days)
  • Draft options paper and PPT for socializing findings (10 days)
  • Workshop report (2 days)
  • Final draft options paper (5 days)

To qualify as an advocate for every child you will have…

  • Undergraduate degree in a relevant area of social development and or disaster risk management (DRM)
  • At least 5 years’ experience of work in the field of international development
  • Previous experience of DRM or demonstrated equivalent experiences
  • Strong understanding with DRM trends including the humanitarian work in South East Asia and the Pacific is desirable
  • Knowledge of Portuguese, Tetun and Bahasa Indonesia are an asset
  • Excellent written communication and report writing skills in English
  • Familiar with Education in Emergencies subject and it related international guidance i.e., Inter-Agency Network for Education in Emergencies (INEE)
  • Proven track record of successful development of research and DRM related studies
  • Experience in conducting assessment and/or evaluation methodology, developing DRM Policy in Education sector or similar policy development
  • Knowledge of Timor-Leste and the local context an advantage
  • Familiar with child protection and safe guarding policies
  • Proven track record in related consultancy work
  • Ability and commitment to meet deadlines.
