  1. The African Development Bank hereby invites Consultants to express their Interest to undertake following Assignment: Regional Climate and Green Growth, based on this TORs.
  1. The selected Individual Consultant will assist AfDB’s Climate Change and Green Growth Department’s work in North Africa Regional Development and Business Delivery Office including performing all tasks connected to mainstreaming climate change and green growth into the pipeline under management by RDGN and accessing climate finance. Under the leadership and guidance of the Chief Climate Change and Green Growth Officer, RDGN1 and the Manager of PECG2 and in close collaboration with the Bank’s North Africa Regional Hub (RDGN), the Consultant’s duties will include the following:
  • Provide technical assistance on climate finance to the North Africa region, by supporting Bank’s sector and regional operations through advisory services on climate finance and integration of climate change components into the portfolio
  • Provide technical support to the preparation of climate change/green growth project proposals to be submitted for funding by climate funds as requested by task managers taking into account Regional Member Countries (RMCs)’ and Bank’s commitments, including the implementation of the NDCs and Paris Agreement, the Sustainable Development Goals and the High 5s;
  • Assist and advise Regional Member Countries on preparation and implementation of climate change and green growth strategies, policies and measures taking into account commitments to achieve the Nationally Determined Contributions.
  • Provide technical support to updating of operational documents (operational manual, Results Based Framework, Readiness Review Procedures, Country Strategy Papers / Regional Integration Strategy Papers and project templates) to reflect the mainstreaming of climate change and green growth.
  • Provide technical support to task teams involved in Bank’s projects in North Africa, to access climate finance, from both internal and external trust funds, in close collaboration with the Climate Change and Green Growth officer.
  • Support the mainstreaming, implementation and monitoring of climate change and green growth considerations/elements in Bank’s operations in the Region during the identification, preparation, appraisal, supervision and project completion stages as appropriate.
  • Support preparation of the climate change technical sections required in the Project Concept Notes and the Project Appraisal Reports and any other project related reports as appropriate in close collaboration with project teams;
  • Support the implementation of the climate risk screening and the Adaptation Review and Evaluation Procedures functions of the Climate Safeguards System and the Green House Gas Accounting tool for projects.
  • Support the preparation and implementation of the Bank’s Climate Change and Green Growth Training Programme as well as the efforts towards operationalizing the Africa NDC Hub in the Bank’s North Africa Regional Hub (RDGN); andPerform any other duty assigned by the OIC, Manager or CC&GG Officer.
  1. PECG2 invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The estimated duration of services is 06 months with the possibility of renewal and the estimated starting date is June 2021.

  1. SELECTION CRITERIA (BASED ON THE APPROVED POSITION PROFILE IN THE VN)

PROFESSIONAL QUALIFICATIONS

Hold at least a Masters degree or its equivalent in Climate change, Finance, Environment, energy

EXPERIENCE, DESIRABLE SKILLS AND KNOWLEDGE

Have a minimum of five (5) years of professional work in the area climate change, energy, and financial management

Relevant experience in the same field within a Multinational Development Bank

Experience in drafting concept notes and technical reports

Having experience working in developing countries

Experience in providing relevant financial data for the resource mobilization purpose, aid in writing proposals and negotiation with Donors

Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint) and SAP

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
general qualification and adequacy for the assignment to be undertaken: 25%;

similar experience in the area of expertise of the assignment and understanding of ToR: 50%;

experience with the Bank and/or with multilateral donors: 10%;
   
language proficiency: 5%;
   
Knowledge of the region  (assignment environment): 10%.
