Duties and Responsibilities:

Programme Strategy, Design and Development

  • Lead the development and yearly revision, maintenance, and rollout of DRC’s Turkiye Economic Recovery Strategy, aligned with the country Strategic Plan, Regional and Global Economic strategies. Ensure the contribution of the economic recovery team to the strategy through workshops and events. Ensure all team members and programme initiatives align with the strategy.
  • Contribute to the country-level Strategic Plan, taking into account DRC and inter-agency standards and best practices and regional and global strategies and priorities.
  • Lead on the technical design of proposals and concept notes on decent livelihoods and financial inclusion, and any other economic recovery programmes within emergency, durable solutions and/or root causes platforms. This includes conducting design workshops and writing technical narratives, while supporting teams with guidance on the technical parts of the budget
  • Contribute to the fundraising strategy, through engagement with donors as per the Head of Programme’s request, and through strengthening private sector engagement and developing proposals for corporate funding
  • Identify trends and needs in economic recovery programming and assist the Grants Coordinator in mapping out donor priorities and potential sources of funding in Turkiye
  • Design program concepts using the Market Systems Approach, encouraging integrated programming, and incorporating innovative solutions when relevant
  • Lead on DRC’s Early Recovery response in Turkiye following the February 6 earthquake in the south-east
  • Act as DRC’s cash and voucher assistance (CVA) focal point, and coordinate CVA programming across DRC’s areas of operation.
  • Lead the technical design of a top-level Impact Bond proposal following the scoping study conducted by DRC in Turkiye, in coordination with the Innovative Financing team at regional level
  • In collaboration with the Protection Coordinator, design integrated program approaches that address protection needs and socio-economic vulnerabilities of affected populations
  • Identify research and evidence gaps needed to inform program design and quality.

Partnerships

  • Support identification, assessment, and development of strategic partnerships with local and national civil society, private sector entities, and government institutions on economic recovery
  • Collaborate with partners to leverage respective strengths and develop shared value programming
  • Support the Partnerships Coordinator in developing and implementing capacity building plans for each Economic Recovery local partner in areas of livelihoods and provide technical workshops, mentoring and learning and sharing sessions based on identified gaps.

Technical Support

  • Provide technical guidance and support to program staff on economic recovery interventions and private sector engagement-related activities, including conducting spot checks, programme quality monitoring visits and participating in review meetings
  • Ensure high technical quality and synergies in project implementation among field teams and partners
  • Enhance the Economic Recovery programming by shifting from the traditional livelihoods interventions at the individual level to include systemic level interventions
  • Lead revision or development of, and ensure the effective implementation of, DRC’s approaches, standard operating procedures (SOPs) and tools related to economic recovery activities
  • Ensure that all economic recovery interventions are informed by market conditions through leading and overseeing regular market assessments, risk and vulnerability analysis
  • Ensure risk assessments and mitigation measures related to economic recovery programming are completed
  • Lead any technical consultants contracted under the economic recovery sector, monitor the quality of their work and ensure timely delivery of outputs
  • Support recruitment of economic recovery staff as required.

Programme Quality, Reporting, and Learning

  • Provide technical inputs to and quality assurance of donor reports in coordination with the Grants team
  • Review partners’ reports and provide technical feedback
  • Work closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to develop and implement ethical and safe monitoring and evaluation tools and mechanisms, including qualitative data collection and analysis
  • Capture best practices and lessons learned from the monitoring and evaluation results and analysis, and use them to enhance programme quality, effectiveness, and efficiency

Staff Management & Capacity Building

  • Technical supervision of economic recovery programme managers and team leaders
  • Conduct regular capacity assessments of DRC economic recovery staff, provide training and mentoring, and conduct learning and sharing sessions based on identified gaps
  • Closely coordinate with the Head of Programme and Area Managers, and ensure regular information flows regarding program implementation and quality control
  • Encourage a positive, innovative, and mutually supportive team spirit amongst the Economic Recovery team

External Representation & Coordination

  • Maintain close working relationships with technical leads within Middle East Regional Office and HQ to ensure strategy and implementation coherence with overall objectives
  • Represent DRC at national and regional working groups and core groups on livelihoods, cash and early recovery, and in any other relevant forum
  • Support in strengthening the liaison with key stakeholders in the economic recovery sector
  •  Take active role in pushing DRC’s economic recovery advocacy messages in relevant coordination forums
  • Provide briefings for donors and stakeholders as needed

Other tasks as assigned by the Head of Programme.

About you

To be successful in this role, you must have an undergraduate degree in development studies, economics or other social sciences required; graduate degree preferred.

Moreover, we also expect the following:

Required qualifications

  • Demonstrated technical knowledge of and experience working on Economic Recovery programming, including interventions such as employability, entrepreneurship, financial inclusion, Market Systems Approach, and private sector engagement;
  • Experience with emergency economic recovery and cash and voucher assistance (CVA) a strong asset;
  • Minimum 5 years of experience with international humanitarian and/or development organizations, including significant experience working in contexts of displacement;
  • At least 5 years proven and successful track record as technical advisor or project manager in the field of economic recovery;
  • In-depth understanding of the Syrian displacement and the operational context in Turkiye;
  • Experience working on large-scale program development and excellent proposal writing skills
  • Proven skills in economic recovery technical management and capacity building of staff and partners;
  • Experience collaborating with local and international partners, local/government authorities, and private sector actors;
  • Understanding of humanitarian protection activities and prior experience collaborating with protection teams on integrated programs is an advantage;
  • Experience developing and rolling out program tools, SOPs, and other resources;
  • Excellent problem-solving and creative thinking skills and ability to innovate;
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well;
  • Excellent communication skills and ability to represent DRC effectively and professionally with donors, partners, and stakeholders;
  • Excellent speaking, writing, and comprehension skills in English required. Turkish language is considered a strong asset.
