The role of the Finance Officer (Admin and Treasury) is of utmost importance as they are responsible for overseeing the financial operations of an organization, with a focus on cash management and accurate recording of cash and bank transactions. The Finance Officer reports directly to the Finance Coordinator and also has an indirect reporting line to the Finance Director.

Duties, objectives and competencies:

  • Handle and manage cash, maintaining accurate bookkeeping for all cash transactions in designated tools such as Cash & Bank books. Also, review relevant documents for accuracy and completeness.
  • Responsible for monthly reconciliations of cash and bank accounts.
  • Receive and thoroughly review all transaction documents presented for processing by the finance department.
  • Ensure that all documents are supported in accordance with Orange policies and donor regulations.
  • Implement Internal Controls based on Orange policies and donor rules.
  • Receive and register all payment requests submitted to the finance department.
  • Verify the completeness of documents submitted to finance, including accurate coding, proper approvals, translations in English, and appropriate supporting documentation.
  • Check program and travel advances to ensure they are properly supported and approved.
  • Maintain records of all advances and payments.
  • Prepare a monthly file for the Turkish legal accountant, detailing the month’s transactions.
  • Assist the finance team in managing the sorting and filing system.
  • Review invoices and ensure correct project charges in the QB accounting system.
  • Ensure compliance with financial procedures according to Orange and donor guidelines, providing support to logistic, administration, and program departments for donor requirements.
  • Monitor overall budget consumption in line with donors’ constraints.
  • Create and regularly update the cost allocation table.
  • Ensure accuracy of financial information.
  • Apply and enforce internal financial procedures, systems, policies, and controls across the organization.
  • Develop and implement relevant financial and accounting procedures for project management and prepare reports on project costs and financial results as per donor guidelines.
  • Perform any additional tasks assigned by the line manager.

Requirements:

  • Bachelor’s degree in finance or related field;
  • Demonstrated substantial experience in the finance field within the NGO sector;
  • Strong familiarity with reporting packages and databases;
  • Sound understanding of accounting standards and principles;
  • Exceptional computer proficiency in Microsoft Office applications;
  • Demonstrates trustworthiness and honesty in all aspects of work;
  • Excellent interpersonal skills for dealing with clients and internal stakeholders;
  • Displays diplomacy and negotiation abilities;
  • Capable of collaborating effectively with a team;
  • Possesses exceptional communication skills and possesses in-depth knowledge of the Syria/Turkish contexts;
  • Fluent in both English and Arabic, with Turkish language skills being advantageous.
