We are looking for an Information Management (IM) Manager to join our newly established programme in Ukraine. NPA is in the process of starting-up mine action activities within the country, and the Programme is currently recruiting and training operational and support staff. As an IM Manager, you will play an important role in the co-ordination of internal and external activities at project-, programme- and government level.

Location: Kiyv, Ukraine with frequent travels within the country across NPA’s Areas of Operation.

Please note that we offer a one-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements

  • A University degree which includes studies in computer science, data science or relevant IM working experience.
  • Minimum 5 years of experience working with Information Management.
  • Proven analytical capacity and strategic thinking.
  • Excellent knowledge of database work and data analysis-, visualization and acquisition.
  • Solid understanding of Mine Action operations.
  • Experience of working with project management.
  • Excellent knowledge of ArcGIS online, ArcGIS Pro and related tools.
  • Deep knowledge of need assessment, information management, and capacity development.
  • Good leadership and communication skills along with the ability to motivate staff in a calm and professional manner with limited supervision.
  • Excellent organizational skills with the ability to plan and coordinate activities often within tight deadlines in a harsh environment.
  • Excellent written and spoken English; knowledge of Ukrainian and/or Russian language is an advantage.
  • Previous experience with an NGO is an advantage.
  • IMSMA certification is an advantage.
  • Working knowledge of the Ukraine context is an advantage.

What you will do

  • Manage, assist and train the local information management staff to establish and develop an efficient information management system.
  • Responsible for the overall running of IM functions in all NPA mine action and Disarmament programme.
  • Responsible for the development, monitoring and management of the IM strategies and plans in accordance with overall NPA guidelines and NPA Mine Action and Disarmament policies and strategies.
  • Provide guidance and technical support to IM staff in the programmes to identify, manage, and disseminate programme results and impact with key stakeholders in an efficient manner.
  • Find creative ways to publish and disseminate mine action results, recognizing that it is critical to ensure data is accessible and reaching a broad stakeholder.
  • Coordinate the overall Information Management systems of programmes in an effective and efficient manner.
  • Ensure that NPA IM tools and concepts are kept up to date with the development of technology and other related IM standards.
  • Ensure that professional relations are maintained with related internal and external stakeholders.
  • Maintain and develop strategies, training materials, system documentation, templates and other relevant documents related to information management in dialog with Global IM advisor at HO in Oslo.
