This position will be based in Ukraine or Poland with regular travel in-country as required by project needs and as security circumstances permit. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide exemplary leadership, vision, management, and technical direction for the project, in close coordination with USAID/Ukraine and relevant actors within the government of Ukraine.
  • Serve as the primary liaison with USAID on strategic, managerial, and technical matters, including responsibility for making key decisions and solving programmatic challenges in a timely manner.
  • Serve as the primary point of contact during project work planning, activity design, and day-to-day implementation.
  • Ensure compliance with all USAID rules and regulations, contract requirements, and Chemonics policies and systems.
  • Lead and supervise a team of diverse subject matter experts of technical project staff, potential international and local consultants, and potential subcontractors with expertise in activities and policies related to the following: data-driven communications, use of social impact content, and the creation and distribution of innovative, integrated strategic communications campaigns.
  • Liaise with and maintain positive working and collaboration with numerous representatives of government (national, provincial, and local levels), international organizations, the private sector, NGOs, civil society actors, U.S. Government agencies, and USAID Mission.
  • Serve as the face of the project, engaging extensively with Government of Ukraine stakeholders at national, provincial, and local levels, ensuring effective engagement as well by other project staff with government stakeholders.
  • Mentor and build capacity of, or facilitate mentorship and capacity building, of project local staff and partners in a variety of areas including compliance with USAID rules and regulations, USAID monitoring, evaluation, and learning (MEL) principles and collaborating, learning, and adapting (CLA) approaches, and more.
  • Oversee and ensure the success of the $6.5 million Grants Under Contract fund and a $12 million Communications Activities Fund.
  • Communicate clear expectations to project staff and partners and establish an operating environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures.
  • Provide general oversight of the project, including overall responsibility for the project’s operations, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners.

Qualifications:

  • Experience successfully implementing donor-funded development activities, with preference given to implementing activities related to media, communications, countering disinformation, and/or social impact content development;
  • Minimum of four years of experience implementing donor-funded development activities must be in senior program management, including managing teams of 15 or more people in an office/organization responsible for implementing technical assistance activities in a developing country context;
  • Prior experience in managing international donor programs in Ukraine, Central and Eastern Europe, or the former Soviet Union preferred, but not required;
  • Demonstrated track record of collaborating successfully with USAID and exercising outstanding judgement in politically sensitive, transitioning, and/or post-conflict environments;
  • Demonstrated track record of building and effectively managing a strong team;
  • Ability to conduct or oversee planning, implementation, monitoring, and adaptive management of the project strategy and interventions in response to changing contexts and conditions, in close coordination with USAID and government counterparts;
  • Proven record of overseeing diverse teams, building team skills, and fostering collaboration with diverse stakeholders to achieve project goals, meet project milestones, and produce quality results;
  • Demonstrated leadership, versatility, and integrity.
