Title of the assignment: Recruitment of an Expert Consultant to train on “SPSS (Statistical Package for the Social Sciences)” for IDEV Staff

Brief description of the Assignment: Independent Development Evaluation (IDEV) of the African Development Bank seeks the services of an evaluation expert to provide training and support on “SPSS” for a total of eight (8) days. This includes preparation, conducting the training, reporting on the training, and follow-up support.

Annex 1: SPSS (Statistical Package for the Social Sciences) Training, Q-3-2021

  1. Introduction / Background

Independent Development Evaluation (IDEV) at the African Development Bank (AfDB) is an independent function tasked with enhancing the development effectiveness of the Bank through influential evaluations. By conducting independent evaluations and proactively sharing lessons and good practices, IDEV helps the Bank and its stakeholders to learn from experience and to plan and deliver development activities to the highest possible standards. IDEV focuses on three complementary objectives: learning, accountability, and promoting an evaluation culture in the Bank and in African countries.

To help better achieve its strategic objectives and deliver its work program, IDEV believes that enhancing and advancing the qualitative and quantitative data analysis skills and competencies within the department is essential. In this regard, IDEV management and staff identified a need to strengthen the capacities to analyze survey data, mine text data, and build predictive models for use in evaluations using SPSS (Statistical Package for the Social Sciences).

It is in this context that IDEV seeks the services of a seasoned trainer to design and lead a three-day training on SPSS, to be delivered virtually to IDEV staff.

  1. Objectives of the Assignment

The main objectives of the SPSS training are to:

  • provide IDEV staff with quality data manipulation and analytical skills to enable them to individually and collectively better appreciate and grasp the essence, approaches, and utilization of SPSS to further enhance the quality of IDEV evaluations;
  • provide staff with requisite data analysis and predictive modelling skills needed in interrogating, analyzing, modelling and communicating field data in an effective, efficient, and convincing manner
  • introduce IDEV team to i) the practice of statistics by using SPSS Statistics (data management and data analysis and learn how to perform basic statistical analyses); and
  • the use of advanced SPSS for analyzing data for reporting purposes focusing on database management tasks, descriptive statistics and graphics, and basic inferential statistics for comparisons and correlations.

  1. Main Activities and Deliverables

Expected Tasks of the Consultant

The services to be provided by the consultant will consist of:

  • A diagnostic assessment of IDEV team’s SPSS skills and needs;
  • Design the training based on the diagnostic and IDEV management’s vision regarding the use of SPSS;
  • Prepare training materials;
  • Conduct a three-day virtual training;
  • Evaluate and report on the training, highlighting main observations, findings & recommendations; and
  • One-day post-training support to IDEV staff.

Deliverables

The main deliverables expected in this assignment:

  • An IDEV staff diagnostic report which will inform the training;
  • Training Plan, which describes the contents of the course for the three-days, the format, detailed schedule, learning materials and outline of the planned training;
  • Conduct the training as described above;
  • A brief training report that highlights key takeaways, recommendations for future areas of SPSS training, and participant training assessment; and,
  • One day of post-training support to IDEV staff currently using SPSS in their ongoing evaluation analysis/report writing.

  1. Administration/reporting

The consultant will work closely with and report to the Principal Evaluation Capacity Development Officer. Division staff will provide all relevant support to the consultant. The IDEV.3 Division Manager is responsible for final oversight.

  1. Duration of the assignment

The training will take place in Abidjan Q3 2021. The assignment will be for eight (8) working days. The days will be assigned as follows: three (3) days preparatory (including diagnostic) work; three (3) days virtual training for a group of IDEV staff; one (1) day post-training report preparation work; and one (1) day post-training support. The assignment commences on 6 September 2021 and expires no later than 31 December 2021.

  1. Qualifications of consultant and experience required

The consultant is required to have the following qualifications and experience:

  • A Master’s degree or equivalent and at least five (5) years’ experience in the area of expertise of the Assignment
  • Certified SPSS trainer;
  • Widespread experience in training staff from development institutions;
  • Extensive knowledge in area of applying SPSS to evaluation data analysis, modelling and reporting;
  • Excellent grasp of project/program development; and
  • Fluent in spoken and written English and/or French.

All consultants must comply with the “minimizing conflicts of interest” considerations (Annex 1 to AfDB’s Independent Evaluation Policy).

  1. Remuneration

The Consultant will be paid a competitive lump sum for the assignment in accordance with Bank’s scale set for Consultants and commensurate with the number of years of relevant experience.
