Responsibilities

RTI International is seeking a Senior Government Compliance Specialist responsible for leading and supporting compliance activities associated with RTI’s adherence to federal procurement requirements.

· Develop and manage RTI’s procurement compliance program including performing mandatory and random reviews of procurement files for compliance with respective terms and conditions, RTI policies and procedures, and regulatory requirements

· Partner with business units to remediate compliance testing findings

· Collaborate with management and broader team to identify and implement new strategies and automation opportunities to improve RTI’s procurement compliance

· Develop an integrated and efficient business unit procurement file peer review process

· Support procurement compliance reporting and quarterly Internal Control Council meetings

· Lead the CPSR readiness planning (training, team formation, data gathering)

· Act as primary coordinator for the CPSR, Single Audit procurement reviews, and other federal audits of RTI procurements

· Serve as the compliance point person on the RTI TIGER team

· Manage Supplier Monitoring Program including past performance process, risk assessments, caution lists, supplier mitigation, third party screening

· Monitor the federal contracting environment for new regulations and changes to existing regulations; help communicate and coordinate with impacted stakeholders across RTI

· Prepare and implement compliance training as needed

· Research and provide advice on procurement compliance questions and issues

· Oversee the Procurement Ratification compliance

· Interpret and apply the relevant FAR, applicable CFRs and UCC to procurements

· Participate in ERP design and implementation

Qualifications

· Bachelor’s Degree and 12 years of experience

· Master’s degree and 10 years of experience

· PhD and 6 years of experience

· Equivalent combination of education and experience

· Excellent knowledge of MS Word, Outlook, PowerPoint, Excel

· Demonstrated solid understanding of governmental regulations to ensure compliance with relevant procurements

· Extensive knowledge of procurement/contracts principles and terminology as well as basics of contracts administration and finance or accounting

· Ability to perform duties that require close attention to detail, to prioritize workload and follow tasks through to completion

· Ability to understand prime contract contents to ensure lower tier procurements are in compliance

· Ability to manage multiple priorities

· Ability to establish and maintain effective working relationships with co-workers, supervisors, project staff, and suppliers

· Proficient interpersonal, oral and written communication skills

· Ability to work independently

· Attention to detail and accuracy

· Ability to identify risks and ensure RTI interests are appropriately protected.
